Box 128 <br /> Lathrop, CA 95330 <br /> ABOVEGROUND TANK SITE CLOSURE AND MONITORING AND REPORTING <br /> PROGRAM NO. 94-815, LIBBEY-OWENS-FORD COMPANY, SAN JOAQUIN COUNTY <br /> We have reviewed your two 23 August 1994 letters requesting closure of the former location of the <br /> diesel aboveground storage tanks and commenting on the draft monitoring and reporting program <br /> (MRP) for the wareroom area. Our comments are presented below. <br /> Former Aboveground Tank Site <br /> Based on the monitoring data for the site, we concur that a request for closure is appropriate. Please <br /> resubmit your request in the format specified in Appendix B of the Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites, Request <br /> for Closure so that we can determine if the site can be closed without posing a threat to water <br /> quality. <br /> Monitoring and Reporting Program No. 94-815 <br /> Enclosed is Monitoring and Reporting Program (MRP) No. 94-815 which requires quarterly <br /> measurement of ground water elevations referenced from the mean sea level and sampling and <br /> analysis for total petroleum hydrocarbons as diesel, hydraulic oil, and kerosene and semi-volatile <br /> organic compounds. On 12 September 1994, you concurred with staff's response to your comments <br /> on the draft MRP.
