Monitoring and Reporting Program No. 94-815 -2- <br /> Wareroom Area <br /> San Joaquin County <br /> Prior to startup of a ground water treatment system, the Discharger shall supply Board staff <br /> with a ground water monitoring program that will demonstrate the effectiveness of the ground <br /> water treatment system. <br /> An annual report evaluating the effectiveness and progress of investigation and remediation <br /> shall be submitted to the Board by 30 January of each year and may be substituted for the <br /> fourth quarter monitoring report. The report shall contain at a minimum the following <br /> information: both tabular and graphical summaries of the monitoring data obtained during the <br /> previous year: ground water contour maps and contaminant concentration maps; trends in the <br /> concentrations of the pollutants in ground water monitoring wells; whether the contaminant <br /> plume is being captured by an extraction system or is continuing to spread; plans as needed <br /> for improving the ground water extraction or treatment system; and the anticipated date for <br /> completion of cleanup activities. The annual report also shall include the reasons for and <br /> durations of all interruptions in the operation of treatment systems. <br /> Based on the data from the previous year, the Discharger shall, in the annual report, identify <br /> data gaps and potential deficiencies/redundancies in the monitoring system or reporting <br /> program and propose any necessary revised ground water sampling plan frequency and <br /> analyses with the rationale for the proposed revisions. <br /> The results of any monitoring done more frequently than required at the locations specified in <br /> the Monitoring and Reporting Program shall be reported to the Board. <br /> The Discharger shall implement the above monitoring program as of the date of this Order. <br /> Ordered by: <br /> WILLIAM H.
