(LOF) has reviewed correspondence from
the Regional Water Quality Control Board (RWQCB) , dated March
2 , 1995 regarding the above cited project . In addition, a
conference call was conducted on March 8, 1995 to further clarify
the issues .
The RWQCB has requested information to address : 1) the hydrocarbon
range for total petroleum hydrocarbons as diesel, hydraulic fluid,
and kerosene and 2) the laboratory QA/QC report . Enclosed is
information from GeoAnalytical Laboratories (Geo) which responds to
the request . This information will be provided in future quarterly
monitoring reports .
The RWQCB has requested that lower detection limits be utilized for
total petroleum hydrocarbons (TPH) when reporting the results of
quarterly groundwater monitoring outlined in Monitoring & Reporting
Program No. 94-815 . Detection limits for the groundwater analysis
associated with the wareroom area investigation were first
presented in a work plan dated October 15, 1993 , titled: work Plan -
Soil and Groundwater Investigation and Remediation. The work plan
proposed a detection limit for hydraulic fluid of 5 . 0 mg/1 . The
work plan was approved by the RWQCB and results of the work were
subsequently presented in the report titled: Report - Soil and
Groundwater Investigation and Soil Remediation - Wareroom Area,
dated May 13, 1994 . Within the May 13 report, were recommendations
for groundwater monitoring with the following detections limits :
5 . 0 mg/l for hydraulic fluid and 0 . 5 mg/l for both kerosene and
diesel . The detection limits in the quarterly groundwater report,
dated January 24, 1995 are actually lower (kerosene - 0 . 1 mg/l ;
diesel - 0 . 1 mg/l; and hydraulic fluid - 1 . 0 mg/1) than those
reported in the May 13 report .
LOF believes that the current detection limits for TPH are
appropriate and consistent with previously approved work and would
enable LOF to properly characterize the site . In addition, the
RWQCB' s monitoring and reporting program does not stipulate the
test method for TPH nor detection limits . The March 2
PILKINGTON
