Box 30 <br /> Tracy, California 95376 <br /> GROUND WATER MONITORING PLAN AND LIQUID MASS BALANCE, <br /> OWENS-BROCKWAY GLASS CONTAINERS, TRACY, SAN JOAQUIN <br /> COUNTY <br /> We have completed our review of the Owens-Brockway's Ground Water Monitoring Work Plan <br /> for the Tracy facility. The work plan provides the additional information we requested for the <br /> Report of Waste Discharge (ROWD) and proposes installation of three monitoring wells for <br /> assessing the ground water beneath the Owens-Brockway Site. <br /> Based on the wastewater analyses in your 20 October 1994 submittal it appears the trace metals <br /> concentrations in your waste stream significantly exceed drinking water standards causing it to be a <br /> `designated waste'. Designated wastes discharged to land are regulated under Title 23, Division 3, <br /> Chapter 15 of the California Code of Regulations (Chapter 15). Therefore, unless some form of <br /> treatment is performed on the plant's wastewater flows prior to being discharged to the ponds, then <br /> the ponds will have to comply with the requirements of Chapter 15. <br /> Owens-Brockway must submit by 15 December 1994, either additional waste stream <br /> characterization analyses demonstrating its wastewater is not a designated waste or a description <br /> and time schedule for the installation of a treatment system to remove the trace metals. If we do not <br /> receive the requested information by 15 December, we will turn the project over to our Chapter 15 <br /> Unit for their action. <br /> We recommend the ground water portion of the work plan be implemented as soon as possible and <br /> that one additional monitoring well be included just north and adjacent to the wastewater ponds. <br /> If you require any additional information or have questions please contact me at (916) 255-3030. <br /> � , "Cov/ <br /> MICHAEL H.
