Box 128
Lathrop, CA 95330
CONTAMINATED SOIL REMEDIATION WORK PLAN IMPLEMENTATION, LIBBEY-OWENS-FORD
(LOF) COMPANY, SAN JOAQUIN COUNTY
I have reviewed your 11 May 1993 letter which requests postponement of
implementation of the soil remediation work plan for your facility in Lathrop.
Instead of implementing the work plan immediately upon approval , you are
requesting that the Board allow LOF up to 24 months to begin remediation of
the contaminated soils. If approved, this request will allow LOF to complete-
ly assess land issues on the targeted disposal area, offer LOF financial '
relief in light of the current economic situation, and provide LOF more time
to assess the most cost-effective means of remediation.
Based on the above, I approve your request provided that the contaminated soil
stockpile is kept intact, especially during the winter months, and confirma-
tion samples are taken upon removal of the stockpile to ascertain that the
storage of the contaminated soils has not resulted in contamination of the
underlying soils.
If you have any questions, please call me at (916) 255-3049.
PHILIP ISORENA
Associate Engineer
PSI:dlk
cc: Ms. Diane Hinson, San Joaquin County Public Health Services
Mr. John Weiss, Libbey-Owens-Ford Company, Lathrop
Mr. Robert Jobs, Condor Earth Technologies, Turlock
