(LOF) , is responding to <br /> Regional Water Quality Control Board (RWQCB) correspondence dated <br /> April 26 , 1993 . In correspondence, dated March 15, 1993 , the RWQCB <br /> requested LOF to submit a work plan for the installation of an <br /> additional monitoring well related to the May 3 , 1992 oil release <br /> at the LOF Lathrop, California facility. LOF outlined its position <br /> that installation of an additional monitoring well was not <br /> warranted, in a follow-up letter, dated April 9, 1993 . The purpose <br /> of this letter is to provide RWQCB with additional substantiating <br /> data which supports LOF's contention that the installation of an <br /> additional monitoring well located north of the release area is not <br /> warranted. <br /> LOF is responding to the RWQCB April 26 correspondence by <br /> submitting historic groundwater data. Attached is a table that <br /> summarizes relative groundwater elevation data collected in 1985, <br /> 1986 , 1992 , and 1993 . Corresponding to the data present in the <br /> table are maps for 1985 and 1986 that show the contour lines of the <br /> groundwater. The data for 1985 and 1986 suggest that the <br /> groundwater in the immediate area of the oil release moved in a <br /> south to southeast direction. Based on historical data which <br /> demonstrate directional groundwater flow in the vicinity of the May <br /> 3 release, LOF believes the collection of groundwater samples north <br /> of the release site will not substantively add to the existing <br /> database covering potential groundwater impacts. <br /> Included in the LOF April 9 correspondence, was the Quarterly <br /> Groundwater Sampling Report, 1st Quarter 1993 which included Figure <br /> 2 (attached) that presents the groundwater gradient for groundwater <br /> monitoring conducted in 1992 and 1993 . Figure 2 also shows the <br /> position of the four monitoring wells that have been used in the <br /> groundwater monitoring program. LOF believes that monitoring well <br /> locations and their proximity to one another is appropriate and <br /> inclusive for the proper monitoring of the area involved with the <br /> May 3 oil release. <br /> Results of previous groundwater sampling should be taken into <br /> consideration in determining whether another monitoring well is <br /> necessary.
