Box 128 <br /> Lathrop, CA 95330 <br /> SOIL INVESTIGATION WORK PLAN COMMENTS, PILKINGTON NORTH <br /> AMERICA, LATHROP, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Central Valley <br /> Water Board) have reviewed the 27 October 2010 Soil Investigation Work Plan <br /> (Work Plan) submitted on your behalf by Condor Earth Technologies. Pilkington <br /> North America (PNA) has been skimming Light Non-Aqueous Phase Liquids <br /> (LNAPL) and monitoring groundwater due to a release of diesel fuel from a fuel line <br /> in 1996. You submitted the Work Plan in response to a Central Valley Water Board <br /> 7 September 2010 letter requesting further investigation of possible LNAPL sources. <br /> The Work Plan proposes advancing up to 8 geoprobe borings to retrieve continuous <br /> core to the water table at about 10 feet below ground surface. The cores will be <br /> screened .with a Photo Ionization Detector and inspected for odors and stains. Up to <br /> one sample per boring will be submitted to a lab for analysis of TPH by EPA method <br /> 8015. The geoprobe borings are located to investigate the route of the former <br /> underground diesel supply line, intercepting utility line corridors, and the current <br /> diesel dispenser and above-ground tank. All of these features are in the area of <br /> present or past LNAPL plume. In addition, the present above-ground lines will be <br /> inspected by a licensed inspector and pressure-tested if recommended by the <br /> inspector. <br /> The Work Plan is acceptable to Central Valley Water Board staff, on the following <br /> conditions: <br /> A. An additional soil boring is added between wells RW-2 and RW-3, on the east <br /> side of the utility corridor. <br /> B. The inspector of the lines shall be Aboveground Petroleum Storage Act certified <br /> and licensed to perform the inspection by San Joaquin County. <br /> C. The inspection of the existing diesel tanks and supply lines shall comply with San <br /> Joaquin Environmental Health Department standards. Any buried fuel supply <br /> lines and lines that are not visually accessible to inspection shall be pressure <br /> tested.
