Pilkington Libbey Owens Ford
August 17,2000
Page 2
2. "The letter proposes sampling for NA parameters in MWs 2 and 3 and RWI, but the report
does not show any NA data. The report should explain this discrepancy. NA parameters
should be included in the next quarterly sampling".
Natural attenuation parameters were not measured during the May 24,2000 monitoring event
pending PLOF consideration of and response to your comments in your May 11,2000 letter
regarding the PLOF proposal for measurement of natural attenuation parameters. The PLOF
proposal regarding natural attenuation parameters was contained in the May 31, 2000 letter to you
from Condor, which post-dated the sampling event. Measurement of natural attenuation parameters
at MW-2,MW-3, and RW-1, as proposed, is scheduled for the third quarter,2000, quarterly
monitoring event.
3. "The report shows that the groundwater flows to the east. If this flow direction persists,
PLOF should install a well east of the water tower and south of MW-2 since there is no
coverage in this area".
Based on historic groundwater gradient data, PLOF does not believe that the groundwater flow
direction(east) indicated for the May 24, 2000,monitoring event will persist. Historic groundwater
flow prior to the May 24, 2000 monitoring event was towards RW-2 (northeast). The body of
evidence to date, as previously described, indicates that groundwater flow is controlled by the
pumping at the two facility basement sumps (SW-Sump and SE-Sump). If additional groundwater
gradient measurement indicates that groundwater flow is to the east, monitor well MW-2 is well
positioned to intercept the potentially impacted groundwater. MW-2 is due east and slightly south of
due east of the diesel release area. Future indication of groundwater flow to the east or to the north
of east, therefore, would imply that MW-2 is ideally located to warn of an impact in that vicinity.
PLOF believes that the responses to your comments contained in this letter have addressed your
concerns. For your reference,Mr. Jon Weiss is no longer with PLOF. Mr. Michael Bowles is now the
facility's Environmental Manager.
