(Condor), on behalf of Libbey-Owens-Ford Co. (LOF), <br /> respectfully requests Regional Water Quality Control Board (Regional Board) oversight of <br /> the response actions proposed for the above referenced diesel release at the LOF facility. <br /> As we discussed during previous telephone conversations, the San Joaquin County <br /> Environmental Health Department (SJCEHD) provided initial oversight for this project. <br /> Condor initially requested SJCEHD oversight for the project at the request of LOF and <br /> direction of the SJCEHD. Upon learning that the Regional Board had interest in this <br /> project, LOF re-considered their earlier request for SJCEHD oversight and has directed <br /> Condor to formally request Regional Board oversight. <br /> The LOF site has had two previous petroleum release responses for which the Regional <br /> Board has provided oversight. These sites, and the Standby Generator Diesel Supply Line <br /> release site, are shown on the attached figure titled: "Petroleum Release Sites" (Figure <br /> 9/97-1). Both of the previous cases were handled by Mr. Philip Isorena of the Regional <br /> Board staff. Though each of the petroleum release sites are independent sites that have <br /> not affected one another, Mr. Isorena has visited the facility and has gained considerable <br /> knowledge and familiarity of the surface and subsurface characteristics at the LOF site. <br /> Because Mr. Isorena is the Regional Board staff member who is already familiar with the <br /> LOF site, LOF requests this case be assigned to Mr. Isorena. <br /> Copies of all previous reports and pertinent correspondence related to the Standby <br /> Generator Diesel Supply Line Release site are enclosed for your review (documents are <br /> listed on the accompanying transmittal). This information is provided to facilitate <br /> Regional Board review of the previously submitted work plan titled: "Work Plan, Standby <br /> Generator Diesel Supply Line, Product Recovery System Installation and Monitor Well <br /> ENVIRONMENTAL GEOLOGICAL • ENGINEERING • GEOTECHNICAL <br />
