Libbey Owens Ford Co.
Product Recovery System Installation
June 23, 1997
Page-6-
The portable product recovery system will include: (a) one Xitech ADJ 1000 Skimmer, (b) one
portable system platform, (c) one 170 Ib nitrogen cylinder, (d) two, 12 volt batteries for alternating
use, (e) one battery charger, and (f) two DOT approved 55-gallon product storage drums equipped
with high-level shut off capability. System documentation is provided in Appendix B of this work
plan.
3.4 Operation & Maintenance
Condor will monitor and maintain the product recovery system on a bi-weekly basis (twice per
month). Dunne each visit, depth-to-water and product thickness will be measured in each of the
product recovery wells. The recovery system will be moved periodically to other product recovery
wells, as warranted, based on site conditions. The system pumping rate and pump timer will be
adjusted to optimize recovery. The skimmer screen will be cleaned and maintained periodically in
accordance with the manufacturers recommendations. The product containment drums will be
emptied, as warranted, for offsite product recycling. The power supply (12 volt battery) and nitrogen
gas cylinder will be switched out, as needed.
3.5 Bi-Annual Reporting
Condor will prepare bi-annual status reports for submission to the PHS/EHD. Prior to
submission, the status report will be presented to LOF for review and approval. The report will
include operational efficiency data, field observations, and total gallons of product removed. All
reports will be endorsed by a registered professional.
3.6 Decommissioning System
At that time when PHS/EHD concurs that product recovery is no longer necessary, the product
recovery system will be decommissioned. The product recovery wells will be decommissioned by
removing the traffic boxes and the upper 2 feet of well casing. The remaining casing will be tremmie-
grouted with a mixture of cement and five percent bentonite. The area above the remaining well
casing will be backfilled with clean soil. The pea-gravel filled trenches will not be altered.
 CONDOR
