TPID # 1661994 Inspection Report # 11- 1196619 Post Inspection Addendum for December 3, 2013 During the inspection of the facility, the owner, Mr. Sam Pawar became volatile when two violations were documented for not submitting Comprehensive Trip Logs(CTLs)to Calrecycle and not completing CTLs for deliveries made in Tires 4 Less registered waste tire hauling vehicles. Mr. Sam Pawar began to curse stating"You Guys"multiple times when referencing his animosity toward California waste tire laws and regulations. Mr. Pawar was making the issue personal by inferring that I made the waste tire laws. Multiple times I stated to Mr. Pawar that I was not involved in making waste tire laws and that I was only performing my job ensuring facilities in San Joaquin County are in compliance with state standards. While writing my report Mr. Pawar made statements regarding the event that occurred in San Leandro involving the owner of a sausage factory and the murder of 3 inspectors. Mr. Pawar stated that the inspectors are to blame for the tragedy because they were harassing a legitimate business. Mr. Pawar's discussion of the tragedy was to intimidate the inspector and hinder the inspection. While completing the report in Mr. Pawar's office a person entered and offered to sell 11 used tires to Mr. Pawar. Mr. Pawar and the person then exited the office. I stepped outside the office about 3-5 minutes later and observed 8 used tires on the ground near a U-Haul truck. The truck had its gate open and the person was behind it unloading the used tires. I approached Mr. Pawar and informed him that he can not accept used tires in quantities of 10 or more from an unregistered waste tire hauler. I also informed the person who unloaded the tires from the U-Haul truck that he can not haul 10 or more used or waste tires without obtaining a tire hauler registration. Mr. Pawar stated that he only received 8 used tires and proceeded to pay the person cash to complete the transaction. Mr. Pawar and I returned to his office. In the office Mr. Pawar became angry and stated I am not to talk to his customers. Mr. Pawar is aware it is a violation to accept used or wazte tires from an unregistered hauler so I expressed my concern to Mr. Pawar's disregard for the law makes me believe he has no respect for what I do. I stated to Mr. Pawar I wanted to perform exit interviews to conclude the waste tire surveys performed at Tires 4 Less(TPID 1661994) and Low Price New Used Tires (TPID 1562878). 1
