Davis Road, Lodi, California <br /> Site Mitigation Unit: <br /> The purpose of this letter is to transmit required Permit filing fees, and provide Site <br /> Mitigation Unit of Environmental Health Department - San Joaquin County (SJCEHD) <br /> with a brief Workplan for a Phase II Environmental Site Assessment (ESA) of a <br /> recognized environmental condition (REC) observed at a rural Lodi area property. <br /> Specifically, the REC involves the historical indications of a former underground storage <br /> tank (UST) at the Lundquist property farmstead, which is located at 19877 N. Davis <br /> Road, Lodi, California (the Site). <br /> This letter is not a request to add the Site to the SJCEHD Local Oversight Program <br /> (LOP), but is a request filed in accordance with SJCEHD requirements. <br /> BACKGROUND ON INTERIM PHASE I FINDINGS <br /> Current activities of the Phase I ESA that RCC Group LLC (RCC) is performing includes <br /> reviewing historical environmental records, inspecting historical aerial photographs of <br /> Site conditions, and coordinating available files at SJCEHD archives. On January 4, <br /> 2007, 1 was verbally informed by SJCEHD staff that pursuant to an RCC File request of <br /> late December 2006, there were no SJCEHD files on record for this rural Site, which is <br /> located northwest of Lodi. During a December 2006 Site visit, the Owner's son, Mr. <br /> Curt Lundquist, informed RCC that he and a local contractor removed a small UST <br /> "some years ago", and that he didn't keep any paper records of the activity, such as a <br /> bill of lading, or receipt for services rendered. At the time of the UST removal, he <br /> recalled there were no leaks, and no indication of when the tank had last been used. <br /> Presently, the farm operations uses aboveground storage tanks (ASTs) to manage their <br /> fuels and equipment oils. <br /> The database subconsultant, EDR, Inc. (EDR), which was retained by RCC issued its <br /> database research report on December 28, 2006. A quick review of RECs indicated <br /> that a "Historical UST" was listed for the "Bare Fruit, Inc." agribusiness at the Site <br /> address on North Davis Road. <br />
