SMU - SJCEHD *RCC LW
January 10, 2007
The EDR listing showed a "500-gallon capacity" UST had been located at the Site
address, and that "regular" (gasoline) was the former product contained in the UST.
Given the anecdotal evidence provided by Mr. Lundquist, and the limited EDR
description, RCC concluded that the former UST represents a REC, which warrants a
Phase II Site activity recommendation in the upcoming Phase I ESA Report. As
described below, the Phase II ESA Workplan activities are intended to support the
primary Client objective, which is to ensure that the former UST has not caused or is
responsible for environmental degradation of Site conditions.
PROPOSED WORKPLAN FOR PHASE If SOIL BORING ACTIVITIES
Subsurface Assessment of Former UST Location:
In order to address the possible impacts that a former UST of uncertain integrity may
have on Site shallow soils and groundwater, RCC will conduct a limited subsurface
assessment at the location of the former UST. Briefly, the Phase II scope of work
conducted by RCC involves the following activities:
• Contact SJCEHD, apply for exploratory boring permits (form attached), and filing
of required fees ($89.00 per parcel fee + $285.00 for 3-hr. minimum evaluation
fee)
• Inspect the former Site UST location, establish a maximum of three (3) soil
boring locations. Locations have been cleared for possible subsurface utilities.
• Soil drilling and laboratory testing subcontractors are scheduled for Tuesday
January 16, 2007. Drilling techniques will include GeoProbe push technologies
to minimize the generation of soil cutting. Decontamination of drilling tools will be
conducted between borings. Boreholes will be installed to a maximum depth of
20-feet below grade. Samples will be collected using coring or split-spoon
techniques. Shallow groundwater is not anticipated. Boreholes will be grouted
according to SJCEHD requirements. Site field activities will be performed by a
CA Professional Geologist, including the monitoring of the field sampling
environment, and processing of collected samples. Processed samples will be
delivered under Chain-of-Custody to a California-certified testing facility for
evaluation of soil samples for TPHg, TPHd, and Modified 8015 petroleum
hydrocarbons.
• Document Site sampling activities, compile laboratory analytical results, and
conduct a technical evaluation of the laboratory analytical data.
SSB0102 Phase 11 Workplan 011007
