This workplan was developed after correspondence with Mr. <br /> Robbins, using Kleinfelder's current understanding of the project site (reference above) <br /> conditions, and is a preliminary understanding of RRIP's desires and requirements. <br /> Kleinfelder is committed to providing quality service to our clients, commensurate with <br /> their wants, needs, and desired level of risk. If a portion of this workplan does not meet <br /> the needs of RRIP, or if those needs have changed, Kleinfelder will consider <br /> appropriate modifications, subject to the standards of care to which we adhere as <br /> professionals. Modifications such as changes in scope, methodology, scheduling, and <br /> contract terms and conditions may result in changes to the risks assumed by you, as <br /> well as adjustments to our fees. We look forward to the opportunity to serve you. <br /> BACKGROUND <br /> Two previous Phase I Environmental Site Assessments (ESAs) were conducted for a <br /> strip mall commercial building which included the subject site (3406 N. Delaware <br /> Avenue). The first ESA was conducted in February of 1993 by Northwest Environ. This <br /> ESA was entitled "Phase I Environmental Site Assessment for THE ALPINE CENTER, <br /> APN 111-110-42-5, 2231 West Alpine Avenue, 3314, 3332, 3404 and 3406 Delaware <br /> Avenue, Stockton, California, 95204," dated February 15, 1993 (Job #6427). The <br /> second ESA was conducted in August of 2005 by AEI Consultants (AEI). This ESA <br /> was entitled "Limited Environmental Site Assessment, 3314, 3332, 3404 and 3406 <br /> North Delaware Avenue, Stockton, California, 95204," dated September 2, 2005 <br /> (Project No. 12118). These ESAs identified former dry cleaning operations at 3406 N. <br /> Delaware Avenue, which included Bobson Cleaners (1953-1960), Bobbi Bright <br /> Cleaners (1953-1960), and Alpine Cleaners (approximately 1986 to at least 1993). The <br /> dry cleaning operation was identified as a potential concern by both ESAs and AEI <br /> identified the former dry cleaning operations as a Recognized Environmental Condition <br /> (REC) with a recommendation for subsurface sampling. This proposal was developed <br /> to address subsurface soil sampling beneath the former dry cleaning operations (3406 <br /> N. Delaware Avenue) and along sanitary sewer lines which appear connected to this <br /> suite. The purpose of the scope of work is to evaluate the potential presence of volatile <br /> organic compounds (VOCs) including perchloroethylene (PCE) and trichloroethylene <br /> 104164/ST09P106 Page 1 of 5 June 11, 2009 <br /> Copyright 2009 Kleinfelder <br />
