WORK PLAN FOR REMOVAL AND SAMPLING <br /> THREE UNDERGROUND TANKS <br /> AT SANTA FE FUELING FACILITY <br /> STOCKTON, CALIFORNIA <br /> • PLAN FOR REMOVAL OF THREE UNDERGROUND <br /> TANKS <br /> - Remove tank appurtenances. <br /> - Break and remove surface cover(concrete/asphalt). <br /> - Excavate soil over and around tanks. <br /> - The three tanks to be removed are shown in Figure 1 (Facility Plot <br /> Plan). They are: <br /> • A 26,000-gallon diesel tank. <br /> • A 2,000-gallon gasoline tank. <br /> • A 10,000-gallon oiVwater separator tank. <br /> - The diesel tank,which is no longer in use,is empty and clean of <br /> free oil. <br /> - The gasoline tank has been inspected and it has 1-1/2 inches of <br /> gasoline in the bottom. The gasoline will be removed by vacuum <br /> • truck when the tank is rinsed <br /> - <br /> The oil/water separator tank has several feet of black oil on the top <br /> of the water. The oil and the water will be removed by Santa Fe <br /> Railroad and transported to Santa Fe's treatment plant at Barstow for <br /> treatment and oil recycling. <br /> - Each tank will be triple-rinsed with water by pressure wash. <br /> - The gasoline rinsate will be disposed of under manifest to a certified <br /> disposal facility. <br /> - The tanks will be purged with 15 pounds of dry ice per 1,000 gallons <br /> of capacity. A cold cut 24'x 24'inspection opening will be made, zf <br /> necessary,in top of the tanks one hour before tank removal and in the <br /> presence of a representative of the Stockton Fire Department. <br /> - The Lower Explosive Limit U.M)for each tank will be checked <br /> under the supervision of a representative of the Stockton Fire <br /> Department prior to removing each tank. <br /> - The tank identification number will be painted on each tank with <br /> fluorescent paint. <br /> - An "underground tank disposition uwldng record"will be filled out <br /> for each tank. <br /> A San Joaquin Local Health District representative will also certify <br /> the tanks before removal. <br /> - Remove and dispose of tanks. <br /> - All piping within the tank excavation,pumps,dispensers,islands, <br /> • guard posts,vent lines,conduit,wire switches and/or related <br /> equipment shall be removed. Piping outside of the tank excavation <br /> will be drained and the ends will be sealed. (Santa Fe wishes to <br /> retain dispenser.) <br /> ENVIRONMENTAL SOLUTIONS <br />
