Box 944212
Sacramento, CA 94244-2120 -
RE: Cost Pre-Approval for Additional Site Characterization
George's Service, 1600 Durham Ferry Road, Tracy, CA
LOP Site Code No.: 1550; USTCFP Claim No.: 8475
Dear Mr. Munch:
In a written request dated August 29, 1997, Ms. Mary Meays, Senior REHS for San Joaquin
County Public Health Services, Environmental Health Division (PHSEHD) requested additional
soil and groundwater characterization.work be performed at George's Service, 1600 Durham
Ferry Road, Tracy, CA. Ms. Meays no longer works for PHSEHD and Ms. Carol Oz has taken
her place.
On behalf of George and Mei Teranishi, Geological Technics Inc. has prepared the following
Cost Pre-Approval for additional site characterization work.
Geological Technics Inc. (GTI) has evaluated the existing soil and groundwater data, reviewed
the site and project needs with the PHSEHD personnel, prepared the enclosed work plan dated
October 3, 1997 addressing the need for further investigation.
The significant aspects of this site are that:
• Free phase product is present in the area of the former .underground tanks. Soil and
groundwater contamination exists over most of the subject property and appears to have
spread off site to some unknown distance.
• Groundwater contamination has been observed to a depth of 50 feet bgs near the source area.
• Groundwater gradient is to the north.
• There is a vertical component to groundwater gradient approximately equal to the horizontal
gradient.
• Two domestic wells are located approximately 125 to 150 feet down gradient.
• The 80 to 100 foot aquifer is heavily used for domestic wells in this area and there are 8
domestic wells within a 500 foot radius of the site.
It is recognized that the scope of work for this site is aggressive for the purposes of bringing clear
resolution to the risk the chemicals at this site poses to public health and the environment. But
for the reasons listed above, this site is considered a high risk groundwater contamination site by
PHSEHD. Upon review of the case file and further discussion of the project with Ms. Oz, she
approved the work plan on April 1, 1998.
