George's Service <br /> Remedial Action Work Plan <br /> Project No.425.2 <br /> June 30,2011 <br /> Prior to system start up, an Authority to Construct permit will be obtained from the <br /> San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) to construct <br /> and operate the soil vapor extraction system. <br /> • WDR <br /> The proposed work does include the injection of air into the subsurface, and as such, <br /> may be considered under the CRWQCB CVR Order No. 115-2008-0149 Waste <br /> Discharge Requirements General Order for In-Situ Groundwater Remediation at sites <br /> with Volatile Organic Compounds, Nitrogen Compounds, Perchlorate, Pesticides, <br /> Semi-Volatile Compounds, Hexavalent Chromium and/or Petroleum Hydrocarbons. <br /> The Regional Board will receive a copy of this Remedial Action Work Plan, and will <br /> be requested to evaluate the proposed work for applicability/exemption to the permit. <br /> It is GTI's opinion that the low flow rates anticipated in the proposed work (low risk <br /> of harmful products), combined with the vapor extraction (adequate control) and <br /> monitoring plan may provide conditions where the work would be considered exempt <br /> from the permit. <br /> 6.4. Remedial Equipment Location <br /> The Remedial Improvement Plans shows the proposed location of the low-vacuum extraction <br /> system and air sparge equipment. The locations were selected to allow access to utilities and <br /> minimize intrusion to normal business operations. <br /> If possible, the equipment will be placed inside the existing building for security. If due to <br /> site constraints that is not possible, a portion or all equipment will be placed in a secure <br /> enclosure to be constructed east of the existing building as shown on Sheet 2 of the Remedial <br /> Improvement Plans. <br /> 6.4.1. Installation & Startup <br /> The tAo AS wells will be plumbed with flexible tubing pipe to the sparge equipment. The <br /> flexible pipes will be drawn through 3 inch diameter PVC conductor piping to the sparging <br /> manifold. Appropriate permit(s) from San Joaquin County and SJVUAPCD will be obtained <br /> prior to startup of soil vapor extraction and treatment system. The vapor extraction vacuum <br /> will be kept low enough to ensure that the vapor extraction system is not causing any affect <br /> on air sparing system effectiveness. <br /> SCJ IWef�C! <br /> 6.4.2. Operati �c Maintenance U <br /> GTI staff wi maintain and monitor the operation of the entire system on a daily basis for the <br /> one t week startup of the system (depending on Air District requirements), followed by <br /> weekly monitoring for four weeks and monthly monitoring thereafter.
