PHS/EHD has prepared the <br /> following comments for your consideration. <br /> Clearwater indicated in their proposal dated November 4, 1994 that a work plan would be prepared <br /> outlining the planned course of action. The proposal included the recommendation to install a <br /> groundwater extraction well and two air sparging wells. The proposal also suggested that a twelve <br /> hour pumping test, a six hour vapor extraction test and a six hour air sparging test be performed to <br /> determine the feasibility of remedial alternatives. Finally, the proposal indicated that a detailed <br /> report of feasibility testing and design would be prepared. <br /> Unfortunately, the proposal submitted did not contain sufficient detailed information regarding the <br /> feasibility testing for PHS/EHD to technically evaluate it. Please contact the San Joaquin Valley <br /> Unified Air Pollution Control District for information regarding pilot test permitting requirements for <br /> vapor extraction testing. <br /> While the performance of a pumping test, a vapor extraction test, and an air sparging test may be <br /> necessary to evaluate remedial alternatives, please be aware that the California Code of Regulations, <br /> Title 23, Division 3, Chapter 16, Underground Storage Tank Regulations Sections 2722 - 2728 <br /> outlines the requirements of corrective action.
