As you know, RESNA Industries , Inc . <br /> ( "RESNA" ) terminated its consulting relationship with Ruiz <br /> Grocery in October. <br /> In an effort to avoid undue delay and expense, we <br /> contacted the State Water Resources Control Board with a <br /> proposal to have Cleanwater step into the shoes of RESNA <br /> and complete the investigatory phase for roughly the same <br /> cost as RESNA' s bid. The State Water Resources Control <br /> Board denied our request and indicated that expenses for <br /> the remainder of the investigatory phase will only be <br /> fully reimbursable if an additional three bids are <br /> obtained. <br /> In mid-November, I contacted you regarding the <br /> technical sufficiency of the work proposed by Clearwater <br /> to complete this phase. It is important that the bid <br /> packets contain accurate information to avoid unnecessary <br /> change orders . Therefore, your input is imperative prior <br /> to requesting bids . <br /> We have the bid packet written and can release it at <br /> any time after we discuss the technical sufficiency. At <br /> the Technical Review Committee meeting on December 14 , <br /> 1994 , you suggested that we review the technical <br /> components of the remaining work in the investigation <br /> stage after the first of January.
