INVITATION FOR-`Sli-�-i."!r C�};;�(CE <br /> SITE CLEANUP FOR RUIZ GROCtRY' IN~ TRACY <br /> x,11, 21 Pti 2. 24 <br /> Consulting engineers, geologist, and other professional firms <br /> experienced in the field of underground storage tank corrective <br /> action work are being invited to submit bids to develop and im- <br /> plement a Groundwater Investigation and Corrective Action Plan <br /> ( "CAP" ) to clean up gasoline polluted soil and groundwater at <br /> Ruiz Grocery, 4491 West Durham Ferry Road, Tracy, California. <br /> Bids shall include the consultants proposed CAP. All technical <br /> reports prepared during site investigations will be made avail- <br /> able upon request. <br /> A. Oblective <br /> The objective of the work is to further define the hydrocarbon <br /> plume in groundwater, and to clean up the gasoline polluted soil <br /> and groundwater at Ruiz Grocery, 4491 West Durham Ferry Road, <br /> Tracy, California, 95376, to the established cleanup levels as <br /> determined by the leaching potential as defined State Leaking <br /> Underground Storage Tank (LUST) Manual. (One part per billion <br /> (ppb) is the Maximum Contaminant Level (MCL) for dissolved ben- <br /> zene in groundwater. ) <br /> B. Background <br /> Ruiz Grocery, owned and operated by Wilibaldo and Stella Ruiz, is <br /> located on an approximately 650 ft. x 700 ft. parcel of land at <br /> the northeast corner of Bird Road and Durham Ferry Road 7 .5 miles <br /> southeast of Tracy, California. The store is located in a con- <br /> verted gas station that has no foundation. Gasoline was retailed <br /> from one dispensing island containing two 1, 000 gallon under- <br /> ground storage tanks holding leaded and unleaded gasoline. The <br /> entire site is covered with structures, concrete, or blacktop <br /> (See Attachment 1) . <br /> Three monitoring wells were drilled on the property. Total pe- <br /> troleum hydrocarbons (TPH) as gasoline were detected in MW-1 and <br /> MW-2 at concentrations of 45,000 and 8,800 ppb, respectively, in <br /> July 1992 . Concentrations of benzene were detected in MW-1 and <br /> MW-2 at 57 and 3, 300 ppb, respectively. MW-1 showed the highest <br /> levels of ethylbenzene at 740 ppb and xylenes at 7, 300 ppb. MW-2 <br /> showed the highest concentration levels of Toluene at 1,400 ppb. <br /> MW-3 concentration levels were below laboratory detection limits. <br /> The April 1993 quarterly monitoring showed the groundwater to be <br /> approximately 15 to 16 feet below the monitoring well casings <br /> with the water flowing toward the northeast with a hydraulic <br /> gradient of approximately 0 .001 . <br /> The San Joaquin County Public Health Services Environmental <br /> Health Division ( "PHS/EHD" ) is the lead regulatory agency <br /> ( "LRA" ) , and will continue in that role throughout the cleanup, <br /> unless the case is referred to the Regional Water Quality Control <br /> Board.
