`oe <br /> Meays is the LRA contact. Ruiz Grocery is currently in compli- <br /> ance with LRA directives as required by the underground storage <br /> tank regulations promulgated on December 2, 1991, by the State <br /> Water Resource Control Board. Ruiz Grocery received a commitment <br /> letter from the State Underground Storage Tank Cleanup Fund ( "SU- <br /> STCF" ) in July 1993. All work conducted pursuant to this bid <br /> will be funded by this SUSTCF. <br /> C. Scope of Work <br /> Groundwater Investigation - A letter from the LRA has requested <br /> Ruiz Grocery to further define the plume of the hydrocarbons in <br /> the groundwater. Quarterly sampling and testing of groundwater <br /> elevations, and reports of such information should be included in <br /> each bid (See Attachment 3) . <br /> Cleanup Methods - Because the building on the site is not sitting <br /> on an adequate foundation, soil excavation does not appear to be <br /> the most propitious remediation technique. In conversations with <br /> the LRA, vapor extraction appears to be the preferred remediation <br /> method. <br /> Consultants may bid on the above method, or propose another <br /> cleanup method that is considered to be more cost efficient. New <br /> technologies are encouraged, but a pilot test which proves the <br /> viability of whatever method is proposed must be conducted prior <br /> to implementation of the full scale program. <br /> All bids should include the following: ( 1) a proposal for fur- <br /> ther characterization of the contamination; (2 ) a proposal for <br /> quarterly groundwater monitoring; and ( 3) a remediation proposal. <br /> Ideally, bids will include an evaluation and comparison of sever- <br /> al feasible cleanup methods for the site, as well as a clear <br /> explanation for choosing the proposed method. <br /> Tasks - Bids shall include the projected total cost of cleanup as <br /> well as the unit costs involved in completing the following <br /> tasks: <br /> 1 . Preparation of a groundwater investigation work plan and <br /> detailed CAP to send to the LRA for review; <br /> 2. Obtaining the permits required from governmental agencies <br /> and modify, as necessary, the site safety plan pursuant to <br /> the PHS/EHD guidelines to execute the proposed work plan; <br /> 3. Implementation of a pilot study to test the viability of the <br /> proposed cleanup method; <br /> 4 . Purchase (or lease) of required equipment, and materials <br /> (minor items such as sampling equipment and materials can be <br /> lumped together under one category) , and construction of any <br /> structures, excavations, lined ponds, etc. ) ; <br /> 5 .
