The meeting was very productive and I think provided you with an
opportunity to understand the process. PHSJEHD certainly appreciated the preparation
efforts made by your consultant and the opportunity to discuss technical issues. PHS/EHD
has prepared a summary of the meeting for your consideration.
In response to the PHSIEHD request for re-evaluation of the remediation system, an
alternate system design was presented that incorporated vapor extraction and air sparging.
Clearwater presented cross sections that depicted subsurface lithology and the screened
intervals that will be used for vapor extraction and air sparging.
Rather than perform groundwater extraction with its waste stream management problems,
horizontal vapor extraction piping will be installed, so that remediation can continue when
the groundwater fluxuates to above the screened intervals of the vertical vapor extraction
wells.
Only one additional vertical vapor extraction well will be needed for the proposed system
and it will be placed intermediate between MW1 and SW1 and is necessary to mitigate
possible vapor migration. Air sparging will occur initially from SW1 and following
modifications to flow rates so that vapor migration is controlled, the use of SW2 will be
evaluated.
Continued quarterly monitoring was discussed and the possibility of reducing the sampling
frequency of some wells will be evaluated. Until such time as a reduction is granted, all
monitoring wells, surrounding the site and characterizing the plume, and the domestic well
shall be sampled quarterly.
The equipment needs of the system included: a blower sufficiently sized to achieve
adequate vacuum for efficient vapor extraction operation, a hydrocarbon destruction unit to
comply with air pollution requirements, sound proofing for nearby residences, separate
electric lines, and an air sparging compressor. Clearwater will apply for a San Joaquin
Valley Unified Air Pollution Control District Authority to Construct permit.
A Divi<ion of San Joaquin Count}•Health Care Sen-ices
