Introduction <br /> Pacific Management Services was founded in 1982 and is headquartered in Fresno, CA. <br /> We currently specialize in engineering and environmental services, specifically in <br /> performing certified inspection(s) and SPCC Plans. Pacific Management Services has <br /> conducted Aboveground and Underground Storage Tank(AST/UST) inspections and testing <br /> for a variety of US Government agencies and Private Industry customers. We have also done <br /> pressure testing, pressure vessel inspection, Spill Prevention Control and Countermeasure <br /> (SPCC)plans, Facility Response Plans (FRP). For government and commercial customers <br /> throughout the continental US. Pacific Management Services is certified to conduct a variety <br /> of inspections including: storage tanks,piping, pressure vessels, OSFIA's Process Safety <br /> Management integrity inspections,Non-Destructive Examination,National Association of <br /> Corrosion Engineer's coatings, and cathodic protection systems. <br /> 2. Project Approach <br /> Federal guidelines now require integrity testing of all aboveground storage tanks in accordance <br /> with industry standards. The SPCC rule requires that each tank owner/operator: <br /> • Inspect each container for integrity on a regular schedule and whenever you make <br /> material repairs. <br /> • Frequently inspect the outside of the container for signs of deterioration,discharges, or <br /> accumulation of oil inside diked areas. This visual inspection is intended to be a routine <br /> walk-around and include the container's supports and foundations. <br /> • Identify in your SPCC Plan the type and frequency of testing and inspection for each <br /> container and the appropriate qualifications of personnel performing the tests and <br /> inspections. <br /> Integrity testing is required for all aboveground bulk storage to determine if the container is <br /> suitable for continued use until the next formal inspection. Depending on the type of container, <br /> integrity testing may be as simple as an external visual inspection or may involve more <br /> complicated methods of nondestructive testing such as Magnetic Flux Leakage (MEL) or <br /> ultrasonic thickness (UT)measurements,vacuum box testing, and weld inspection in order to <br /> adequately assess the container condition. While frequent external visual inspections can often <br /> be completed by trained facility personnel, the requirement to conduct regular integrity tests or <br /> inspections involves hiring specialized personnel. For example, integrity testing of shop- <br /> fabricated tanks are inspected in accordance with STI Standard SP00L which involves formal in- <br /> service external inspections and formal out-of-service internal inspections. <br /> 2 <br />
