/dlific Management Services Environmental Engineering and Consulting <br /> Based on the fact that all of your tanks are all shop-fabricated, it would be appropriate to use the <br /> SP001 standard. This standard has varying formal inspection intervals based upon the size and <br /> configuration of the tank. It is up to the tank owner and the certifying engineer to establish an <br /> inspection interval appropriate for each aboveground storage tank after a corrosion rate/baseline <br /> condition is found.Until a baseline condition is established, each tank should be inspected every <br /> 5 years. The decision to conduct an internal inspection should be based up the results of the <br /> initial external assessment and the certifying PE's recommendations. <br /> We propose the following scope of services to maintain compliance with the SPCC Rules and <br /> Regulations: <br /> 1. Conduct a site compliance evaluation and walk-down each oil storage container/tank. <br /> 2. Determine the type and construction standard of every oil storage container/tank. <br /> 3. Evaluate secondary containment, inspecting the imperviousness and ability to hold the <br /> largest container's contents plus the rainwater from a 25-year 24-hour storm. <br /> 4. Evaluate the facility's risk to navigable waters of the United States. <br /> 5. Establish tank integrity test intervals in accordance with applicable industry standards <br /> (STI-SP001 or API653.) <br /> 6. Evaluate current spill kits and determine if they are adequate to contain the most likely <br /> spill outside containment. <br /> 7. Ensure overfill prevention measures are adequate and/or recommend tank upgrades. <br /> 8. We will write the SPCC Plan in accordance with state and federal oil pollution prevention <br /> regulations. <br /> 1. Review of owner-provided previous former and periodic inspections,repair, and <br /> alteration data if available. <br /> 2. Determine and/or estimate the approximate age of the tank and obtain baseline <br /> information if available. <br /> 3. Perform an ultrasonic thickness evaluation of the tank exterior. <br /> 4. Evaluate the tank, piping, and appurtenances. <br /> 5. We will present our findings, evaluation, conclusions and recommendations in an <br /> inspection report. Our professional services will be performed and obtained using <br /> generally accepted engineering principles and practices. <br /> 3 <br />
