Pestana-Q Tip Trust page 2
2360 East St., Tracy.
Soil samples taken in 1991 from the UST pit were limited to 9 feet below ground surface
(' bgs) or less and indicated petroleum constituents impacted the soil in the pit. A soil
sample from 5.5' bgs in each of;the monitoring wells at the time of their installation also
indicated that petroleum hydrocarbons had impacted the soil around MW-1 and MW-2.
The vertical extent of soil contamination in the former UST pit is to be delineated as well
as the lateral extent of impacted groundwater in the down-gradient direction. A work
plan, EHD boring/well installation permit applications and fee for each permit application,
and a City of Tracy Encroachment permit to drill into Grantline Road should be submitted
to EHD for evaluation and approval.
Soil and groundwater samples should be analyzed for Total Petroleum Hydrocarbons as
Gasoline (TPHg), BTEX, MtBE and the other fuel Oxygenates, and 1,2-DCA and EDB,
by EPA Method 8260B. Only soil samples that are non-detect at acceptable detection
limits in consecutive five-foot intervals can be used as support for vertical delineation.
Only groundwater samples that do not contain petroleum constituents above acceptable
detection limits can be used as evidence to support dissolved plume delineation ('zero-
line'). Groundwater samples that contain petroleum constituents above maximum
contaminant levels (MCL) will require evaluation for the need for remediation to bring the
aquifer back to pre-release conditions.
Please contact Mr. Armando Salaiz of the City of Tracy, Public Work Department at
(209) 831-4448 for encroachment permit requirements. A copy of the encroachment
permit is needed at EHD in order to issue the boring permit for drilling in Grantline Road.
An additional and separate EHD well installation permit is needed for the onsite borings.
Please continue to mail your correspondence to Michael Infurna; you may phone him at
(209) 468-3454 should you have any questions or wish to discuss the site.
