Site Code: 1397 <br /> 2360 East Street RO#: 200 <br /> Tracy, CA. 95376 <br /> I <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> "Confirmation Sampling and k6:Oest for Case Closure" dated April:5, 2002 as submitted <br /> by Ground Zero Analysis, Inc. (GZA) on April 8, 2002 and has the following comments. <br /> This report includes groundwater data from the last groundwater-sampling event held <br /> February 5, 2002 and the recommendation that this site be closed with no further action. <br /> Since March 1998, EHD has.,6ffored assistance and guidance on many occasions to <br /> representatives from GZA and the Q-Tip Trust for this site. Although the representative <br /> from the trust made it clear"theif continued expenditures for further investigation at this <br /> site were a problem, EHD alsd!6dvised that without delineation of the extent of the <br /> contamination (lateral and vertical: limits), issuance of a No Further Action document <br /> would be unlikely. <br /> EHD recommended to Mr. Ron:Pestana and Mr. John Tague in 1998 during a site <br /> inspection that soil samples b6 collected at greater depths below the former <br /> underground storage tank (UST) pit (vertical) and that groundwater samples should be <br /> collected on the north sidefof drantline Road (lateral) so that a demonstration of <br /> remedial progress based on data could be made thereby aiding evaluation of the need <br /> for active remediation or the appropriateness of issuing a "No Further Action" letter. <br /> On June 1, 1999, the Q-Tip Trustees notified EHD in correspondence that"they do not <br /> feel that any test off of our.propertyis necessary" No further explanations or <br /> alternatives to gather the n'e6ded data were offered. <br /> EHD has discussed this site and the current status with a representative of the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB). Due to the current and past <br /> levels of soil and groundw�t'!e:r*;��ontamination, site usage (former and present), the lack <br /> of contaminant delineation I, and conditions of the site just prior to the UST removal in <br /> 19,91, EHD and the CVRWQC.B have concluded that your request for case closure <br /> cannot be approved at this time. <br /> Additionally, based on the p6sition of the former USTs so close to the property line, the <br /> flow direction of the shallo <br /> 4 wiWp <br /> 1.Y';undwater beneath the site and the "free-product' release <br /> known to have occurred a.t this site, EHD feels that the site requires further investigation. <br />
