h. `1
1.0 Introduction
1.1 Site Description
The Pacific Bell fleet facility is located at 2300 East Eight Mile Road in Stockton, California
(Figures 1 and 2). The area surrounding the facility consists of mainly agricultural and
. residential properties, and is situated 0.20 miles south of Micke Grove Golf Course. The site
facility consists of an office building, a cable storage facility and a fenced parking lot. The
r
nearest surface water is a pond located on the southern portion of the property. Groundwater
in the area is expected to exist at depths greater than 60 feet below grade.
V
1.2 Objectives
IT Corporation (IT) was contracted by Pacific Bell to provide environmental consulting
services for the removal and disposal of one 4,000 gallon diesel and one 10,000 gallon
unleaded gasoline underground storage tanks (USTs), located at the southern end of their
. Stockton property, near the cable storage facility and the onsite pond. A new double walled
steel split tank (two compartments - 5,000 gallon for diesel and one 10,000 gallon for
. unleaded gasoline) was installed in the gasoline tank excavation.
1.3 Permits
Permits for tank removal were obtained by Robert H. Lee Associates, from the San Joaquin
County Public Health Services Department - Environmental Health Division (SJCPHS-EHD)
and the San Joaquin County Community Development Department prior to initiating tank
removal activities. Representatives of the San Joaquin County Fire Prevention Bureau (Steve
Dalton) and the SJCPHS-EHD (Letitia Briggs) were notified of and witnessed the tank
removal. Copies of the tank removal permits and the State of California A, B and C Forms
are contained in Appendix A.
2.4 Field Activities
2,1 UST Removal
Representatives of Aronson Engineering Incorporated (Aronson) began excavation activities
on April 30, 1996, with the disconnection of the piping and removal of the asphalt/concrete
and soil above the tanks. Approximately 380 yds of tank overburden soil was removed and
stockpiled on visqueen. The asphalt/concrete rubble was stored separately.
1
