;- The tanks were triple rinsed by IT Corporation representatives on May 1, 1996. The tanks <br /> contents (diesel fuel and unleaded gasoline) had been evacuated earlier by Pacific Bell. The <br /> rinsate was removed using a vacuum truck provided by Ramos Environmental Services <br /> (Ramos). The total volume of rinsate generated from rising both tanks was 250 gallons which <br /> was transported by Ramos, under manifest control (No. 96218346), to their facility in West <br /> Sacramento, California, for recycling (Appendix B). <br /> Immediately prior to tank removal on May 2, 1996, the tanks were inerted with dry ice <br /> (approximately 500 lbs). Atmospheric readings were measured inside each tank under the <br /> +r direction of Fire Inspector Steve Dalton. The oxygen concentration and lower explosion limit <br /> (LEL) for the diesel tank were measured to be: 9.5% and 2% respectively, and the oxygen <br /> #6w concentration and LEL for the unleaded gasoline tank were measured to be: 9.5% and 2% <br /> respectively. Permission to remove the tanks was granted. <br /> Upon removal, both tanks appeared sound; however petroleum odors were encountered in the <br /> gasoline tank excavation. No groundwater was encountered within either excavation to a <br /> W. <br /> depth of fifteen to seventeen feet below grade. Upon removal of the tanks' piping and the <br /> fueling dispenser, no stained soils or petroleum odors were noted. The piping appeared to be <br /> And <br /> sound upon removal; no groundwater was encountered beneath the piping or fueling <br /> dispenser. <br /> The removed tanks were loaded onto a flat-bed truck and transported by Erickson <br /> �. Incorporated to their facility in Richmond, California, for recycling. The tanks were <br /> transported under manifest control (No. 95894634). A copy of this manifest and certificates <br /> of destruction for the tanks are included as Appendix C. <br /> 2.2 Overexcavatfon <br /> Gasoline impacted soils were encountered beneath the unleaded gasoline tank, upon its <br /> removal. An overexcavation work plan (as required by SJCPHS-EHD prior to execution of <br /> �- overexcavation activities) was generated and submitted to Mary Meays of SJCPHS-EHD for <br /> approval on May 2, 1996 (Appendix D).
