2.0 UST Removal Field Activities
2.1 Tank Removal
On December 18, 2002, as part of the temporary closure activities, the UST was triple rinsed by
Ecology Control Industries (ECI)personnel using a fresh water/detergent mixture and a hot water
pressure washer. The tank's contents(gasoline and diesel fuel) had been removed prior to
160 rinsing activities. Following rinsing, visual inspection of the tank did not indicate any residual
sludge or liquid on the visible portions of the interior of the tank. Approximately 1,500 gallons
of rinsate were removed from the tank using a vacuum truck. The rinsate was then transported
for disposal, under manifest number 21394856, to Romic Chemical Corporation in East Palo
Alto, California. A copy of the manifest for the rinsate is included in Appendix B.
On August 5, 2003, Gettler personnel began excavation activities with the removal of the pea
gravel fill material around the tank. The excavated fill was placed on plastic adjacent to the
excavation.
On August 7, 2003, in preparation for removal, Gettler personnel placed 300 and 150 pounds of
L,, dry ice inside the gasoline and diesel compartments of the tank, respectively. After
approximately 40 minutes, the lower explosive limit(LEL)and percent oxygen were measured
Lawithin both tank compartments. In the gasoline compartment, LEL was recorded at 0%and
percent oxygen was measured at 8%. In the diesel compartment, LEL was recorded at 0% and
percent oxygen was measured at 3%. Upon authorization from the SJCFD, the tank was
removed from the excavation. Following removal, the tank was inspected for signs of
deterioration, holes, or leakage. With the exception of two small fractures in the fiberglass
coating that did not appear to affect the integrity of the UST, the tank was observed to be in good
condition. The tank and associated piping were then transported by Ecology Control Industries
i• to their facility in Richmond, California for disposal under manifest number 22490657. A copy
of the hazardous waste tank closure certification is included in Appendix C. Copies of the
manifest and certificate of destruction for transport and disposal of the tank and associated piping
are presented in Appendix D.
Soils encountered within the excavation consisted of medium brown sandy soil. No soil
discoloration or petroleum hydrocarbon odors were observed during excavation activities.
` Groundwater was not encountered in the excavation.
CNCD110-7-0310:SHAREWS7103-0122.doc 2
t...
