The SPCC Plan is available <br /> to the Environmental Protection Agency (EPA), and state and local regulatory agencies for onsite review <br /> and inspection during normal working hours. <br /> 2.2.1 Facility Description and Layout [40 CFR 112.7(a)(3)] <br /> The Facility is located at 1512 Weiss Way,Escalon, San Joaquin County, California. The map coordinates <br /> of the Facility are latitude 37.597925° north, longitude -120.996192° west. The Facility elevation is <br /> approximately 116 feet above mean sea level. The approximate site location is shown on Figure 1. Mixed <br /> use parcels including residential and light industrial businesses surround the Facility.McHenry Avenue and <br /> Weiss Way are located directly adjacent to the west and southeast Facility boundary lines. An active <br /> Burlington Northern Santa Fe (BNSF) railroad line borders the Facility to the northeast. Commercial <br /> property is adjacent to the Facility eastern boundary. The Facility and surrounding parcels are shown on <br /> Figure 2. <br /> The Facility includes a cardlock fueling station, fuel storage for bulk commercial distribution, and <br /> warehouse storage.The Facility normally operates 24 hours a day,7 days per week.The Facility is generally <br /> unmanned.The Cardlock Manager or designee inspects the fuel dispensers daily and Facility drivers are on <br /> site to load and unload product.Facility buildings include a small office,a shop with additional office space, <br /> and a warehouse. <br /> Diesel and gasoline fuels are delivered by tanker trucks and stored in bulk aboveground storage tanks within <br /> secondary containment. Product is piped aboveground in secondarily contained piping to a company <br /> loading rack and to transition boxes for the fuel islands. Product is piped underground from the transition <br /> boxes to the fuel dispensers. A storm water pond is located in the northern portion of the Facility. The <br /> layout of the Facility is shown on Figure 3. <br /> Sanitary wastes are discharged to the City of Escalon publically owned treatment works (POTW). Potable <br /> water is provided by the Escalon municipal water system. <br /> The nearest navigable water of the United States to the Facility is the Lower Stanislaus River approximately <br /> 2.5 miles south.A Turlock Irrigation District canal is located 1.8 miles south of the Facility. <br /> 2.2.2 Facility Containers [40 CFR 112.7(a)(3)(i)through(iii)] <br /> Facility oil containers consist of fixed single wall construction aboveground storage tanks(ASTs),portable <br /> ASTs,and 55-gallon drums as described below: <br /> • Fixed bulk storage AST-1 through AST-6 are located in the northern portion of the Facility. They <br /> are single wall vertical and horizontal steel tanks. <br /> • Portable tanks are located inside the warehouse. They are rectangular single wall steel tanks. The <br /> tanks are leased equipment for delivery to customer sites. They are cleaned, emptied, and labeled <br /> while stored onsite. These tanks are not required for consideration in the SPCC. <br /> • The 55-gallon drums are located inside the warehouse. The number of oil drums stored within the <br /> warehouse fluctuates based on consumer demand. The 55-gallon drums are filled and stored in the <br /> warehouse area until ready for delivery. <br /> Table 1, on the following page, presents the type of oil contained in the Facility ASTs, their storage <br /> capacities, container identification, discharge prevention measures, and discharge/drainage controls. <br /> Ow <br /> %41 GON 4 <br />
