SPCC Plan <br /> Valley Pacific Petroleum Services <br /> Escalon Facility <br /> Page 12 <br /> 2.12 QUALIFIED OIL-FILLED OPERATIONAL EQUIPMENT [40 CFR 112.7(k)] <br /> The Facility does not have any qualified oil-filled equipment on site and therefore will not implement the <br /> Alternate Requirements to Secondary Containment. <br /> 3.0 REQUIREMENTS FOR ONSHORE FACILITIES [40 CFR 112.8] <br /> The Facility meets the requirements for onshore facilities as described in the following sections. These <br /> SPCC Plan sections follow the general order of 40 CFR 112.8. <br /> 3.1 GENERAL SPCC PLAN REQUIREMENTS [40 CFR 112.8(a)] <br /> This SPCC Plan has been prepared and organized to follow the requirements of 40 CFR 112.7. See <br /> Appendix 9. <br /> 3.2 FACILITY DRAINAGE [40 CFR 112.8(b)(1) through (5)] <br /> Facility compliance with the regulatory provisions of 40 CFR 112.8 (b)(1)through(5) is listed below: <br /> 1) The secondary containment structure is equipped with a drain located in its northwest corner. This <br /> drain valve is normally closed and secured behind a locked gate and fence. (Photo 12) <br /> 2) The Facility will not allow drainage of uncontaminated rainwater unless inspected as provided in <br /> Section 3.3. <br /> 3) Facility surface water drainage generally sheet flows north across paved areas to the gravel <br /> perimeter. The northern gravel perimeter is sloped toward the on-site storm water retention pond. <br /> Significant spills are not expected outside Facility containment structures. Undiked areas with <br /> potential for discharge are directed to the on-site storm water retention pond. <br /> 4) Surface drainage through storage and bulk transfer areas is directed to the on-site retention pond. <br /> 5) Drainage water is not treated at this Facility. <br /> 3.3 BULK OIL STORAGE CONTAINERS [40 CFR 112.8(c)(1) through (11)] <br /> The following applies to the bulk oil containers located at the Facility: <br /> 1) The Facility ASTs are of a material and construction compatible with the materials stored in the <br /> ASTs. <br /> 2) Secondary containment for the entire capacity of the largest single container and sufficient <br /> freeboard to contain precipitation is provided by the masonry block wall structure. The concrete <br /> floor of the structure is sufficiently impervious to contain discharged oil. <br /> 3) The Facility will not allow drainage of uncontaminated rainwater from the secondary containment <br /> unless: <br /> • Retained rainwater is inspected for evidence of oil (i.e. sheen, floating product) prior to <br /> discharge to ensure the release will not cause a discharge as described in 40 CFR, 112.1(b). <br /> • Valve is only opened under responsible supervision, <br /> • Immediately following drainage the valve is closed and secured; and <br /> • Adequate records of such events are kept. A Secondary Containment Discharge Record is <br /> included in Appendix 6. <br /> 4) The Facility does not have any fully buried oil containers. <br /> %41 GONDOF <br />
