SPCC Plan
Valley Pacific Petroleum Services
Escalon Facility
Page 13
5) The Facility does not have any partially buried oil containers.
6) AST shell integrity inspection requirements are specified in Section 2.5 of this SPCC Plan.Facility
ASTs aboveground valves, piping, and appurtenances are inspected at least monthly by trained
Facility personnel for signs of corrosion and deterioration.
7) Internal heating coils are not installed on any Facility storage containers.
8) Trained VPPS personnel will be present during product transfer to monitor tank fill level. The
Facility should be equipped with a level gauge visible by the driver.A second attendant in constant
communication with the driver is required when the tank level gauge is not visible by the driver
operating the shut off valve. Specific tank charts stored on site identify appropriate fill capacity.
Personnel are instructed not to fill past 90 percent tank capacity.Liquid level sensing equipment is
tested regularly during the annual inspection. An Annual Inspection Checklist is provided in
Appendix 6.
9) The Facility does not have an effluent treatment system.
10) All visible discharges resulting from an AST failure will result in prompt container repair or
replacement. VPPS personnel remove and dispose of properly all accumulations of oil.
11) The Facility mobile bulk oil containers will be stored in a manner to prevent offsite discharge of its
contents.
3.4 FACILITY TRANSFER OPERATIONS,PUMPING,AND FACILITY PROCESS [40 CFR
112.8(d)(1)THROUGH(5)]
Facility compliance with the regulatory provisions of 40 CFR 112.8(d)(1)through(5)follows:
1) Buried piping is constructed of fiberglass reinforced plastic (FRP)pipe and secondarily contained
in larger diameter pipe which drains to a below-grade sump/junction box near the gasoline fueling
islands.Level sensors installed in the sump in addition to regular visual inspection of sump contents
will identify failure of the primary piping. Secondary piping is equipped with ports designed for
pressure testing the outer pipe. Cathodic protection is not necessary with FRP.If a section of buried
line is exposed it will be inspected for deterioration.
2) All Facility AST fill pipes are capped and secured when not in use.
3) The Facility AST aboveground steel piping is installed on supports above the ground surface.
Supports should be properly designed to minimize abrasion and corrosion and allow for expansion
and contraction.
4) VPPS personnel inspect the ASTs,pipes, pipe supports, and sumps as specified in this SPCC Plan
for signs of leaks and deterioration.
5) Drivers are advised to avoid damage to aboveground piping and oil containers during transfer
operations.
%41 CONDOF
