SPCC Plan <br /> Valley Pacific Petroleum Services <br /> Escalon Facility <br /> Page 13 <br /> 5) The Facility does not have any partially buried oil containers. <br /> 6) AST shell integrity inspection requirements are specified in Section 2.5 of this SPCC Plan.Facility <br /> ASTs aboveground valves, piping, and appurtenances are inspected at least monthly by trained <br /> Facility personnel for signs of corrosion and deterioration. <br /> 7) Internal heating coils are not installed on any Facility storage containers. <br /> 8) Trained VPPS personnel will be present during product transfer to monitor tank fill level. The <br /> Facility should be equipped with a level gauge visible by the driver.A second attendant in constant <br /> communication with the driver is required when the tank level gauge is not visible by the driver <br /> operating the shut off valve. Specific tank charts stored on site identify appropriate fill capacity. <br /> Personnel are instructed not to fill past 90 percent tank capacity.Liquid level sensing equipment is <br /> tested regularly during the annual inspection. An Annual Inspection Checklist is provided in <br /> Appendix 6. <br /> 9) The Facility does not have an effluent treatment system. <br /> 10) All visible discharges resulting from an AST failure will result in prompt container repair or <br /> replacement. VPPS personnel remove and dispose of properly all accumulations of oil. <br /> 11) The Facility mobile bulk oil containers will be stored in a manner to prevent offsite discharge of its <br /> contents. <br /> 3.4 FACILITY TRANSFER OPERATIONS,PUMPING,AND FACILITY PROCESS [40 CFR <br /> 112.8(d)(1)THROUGH(5)] <br /> Facility compliance with the regulatory provisions of 40 CFR 112.8(d)(1)through(5)follows: <br /> 1) Buried piping is constructed of fiberglass reinforced plastic (FRP)pipe and secondarily contained <br /> in larger diameter pipe which drains to a below-grade sump/junction box near the gasoline fueling <br /> islands.Level sensors installed in the sump in addition to regular visual inspection of sump contents <br /> will identify failure of the primary piping. Secondary piping is equipped with ports designed for <br /> pressure testing the outer pipe. Cathodic protection is not necessary with FRP.If a section of buried <br /> line is exposed it will be inspected for deterioration. <br /> 2) All Facility AST fill pipes are capped and secured when not in use. <br /> 3) The Facility AST aboveground steel piping is installed on supports above the ground surface. <br /> Supports should be properly designed to minimize abrasion and corrosion and allow for expansion <br /> and contraction. <br /> 4) VPPS personnel inspect the ASTs,pipes,pipe supports, and sumps as specified in this SPCC Plan <br /> for signs of leaks and deterioration. <br /> 5) Drivers are advised to avoid damage to aboveground piping and oil containers during transfer <br /> operations. <br /> %41 CONDOF <br />
