This was not addressed in the SPCC plan. -Table 3 of the SPCC plan states that the Vehicle Maintenance Garage would have up to one drum of new motor oil and one drum of transmission oil. Two drums of motor oil and one drum of used oil were observed in the Vehicle Maintenance Garage. -Table 3 of the SPCC plan states that the Used Oil Storage Area would have up to seven drums of used oil. Eleven drums of used oil were observed in the Used Oil Storage Area. The Spill Prevention, Control, and Countermeasure(SPCC)Plan must be amended when there is a change in the facility design, construction, operation, or maintenance that materially affects its potential for a discharge,within 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. Immediately ensure that the SPCC Plan accurately represents the procedures and policies currently in place at the facility and submit proof to the EHD. Permanently manifolded tanks are tanks that are designed, installed, or operated in such a manner that the multiple containers function as a single storage unit(67 FR 47122, July 17, 2002).Accordingly, the total capacity of manifolded containers is the design capacity standard for the sized secondary containment provisions(plus free board in certain cases). This is a repeat violation, Class II. 711 CFR 112.8(c)(6)Failed to perform scheduled tank tests or inspections by appropriately qualified personnel. -Tanks were not inspected on an annual basis. The SPCC plan requires annual inspections for the bulk storage containers. The last annual inspection for bulk storage containers was done on 1/17/2018. -Monthly inspections were not done on the 3000 gallon diesel and 2000 gallon gasoline tank at the Garage Fueling Station. Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever repairs are made. The qualifications of personnel performing tests and inspections,frequency and type of testing and inspections that take into account container size, configuration, and design shall be determined in accordance with industry standards. Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately conduct the necessary inspections and submit a copy to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2). This is a Class II violation.
