(ATC) has prepared this workplan on behalf of King Island Resort <br /> Site located at 11530 West Eight Mile Road , Stockton , California (Figure 1 ) . This <br /> Workplan describing the sequential steps for insitu chemical oxidation (ISCO) pilot <br /> testing using ozone at the King Island Resort (KIR) facility. San Joaquin County <br /> Environmental Health Department (SJCEHD) authorized the preparation of this work in <br /> correspondence dated September 24, 2009 , <br /> SITE LOCATION <br /> The KIR facility (Site) is located north of Disappointment Slough and east of Honker <br /> Cut, in Stockton , California , as shown on Figure 1 . The project site is located at 11530 <br /> West Eight Mile Road , in Stockton , California . The Site is currently developed as a <br /> marina and is surrounded by delta waterways , and agricultural land and commercial and <br /> residential dwellings (Figure 2) . <br /> BACKGROUND <br /> The KIR Site previously contained three underground storage tanks ( USTs) . The <br /> former tanks consisted of one 6, 000-gallon capacity and one 2 ,000-gallon capacity UST <br /> used to store gasoline , and one 4 , 000-gallon capacity UST used to store diesel fuel . <br /> The USTs have been removed and replaced with one double chamber aboveground <br /> storage tank (AST) containing premium gasoline and regular gasoline . <br /> In March 1989, hydrocarbon impacted soil was detected to the east of the restaurant <br /> building during a geotechnical investigation by Kleinfelder, Inc. In April 1989 , two <br /> shallow soil borings were advanced and soil samples were collected from depths of <br /> three to five feet below ground surface (bgs) . Groundwater grab samples were <br /> collected from the borings . Elevated total petroleum hydrocarbon compounds and <br /> benzene concentrations were detected in soil and groundwater. <br /> On August 19 , 1989 , a diesel fuel leak was discovered from a product dispensing line <br /> between the buildings and the backside of the levee . The diesel fuel line was purged , <br /> capped , and removed . New aboveground gasoline fuel lines were subsequently <br /> installed and placed above ground . Approximately 40 cubic yards of petroleum- <br /> impacted peat (highly organic soil/sands/clays) were excavated and removed by Falcon <br /> Energy, and subsequently replaced with sandy loam backfill . <br /> A soil vapor survey was performed in March 1990 to assess the potential presence of <br /> hydrocarbons at the Site . Soil vapor samples were collected from 29 locations at <br /> approximate depths of 18 to 22 inches bgs . Low levels of volatile organic compounds <br /> (VOCs) were detected in the soil vapor during the survey.
