711 Materials, Inc. <br /> ,` ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> (10) Promptly correct visible discharges which result in a loss of oil from the container, <br /> including but not limited to seams, gaskets, piping, pumps, valves, rivets and bolts. <br /> You must promptly remove any accumulations of oil in diked areas. <br /> Facility Response: <br /> If any loss of oil from a container is detected, the site's personnel will take <br /> immediate steps to correct the cause of such a discharge. All visible discharges <br /> resulting from container failure will result in prompt container repair or replacement. <br /> A licensed tank installer will be called upon if necessary. Any accumulations of oil <br /> in containment areas will be promptly removed and disposed of according to <br /> regulations. The container will undergo all necessary maintenance, repair and <br /> integrity testing subsequent to repair. <br /> (11) Position or locate mobile or portable oil storage containers to prevent a discharge <br /> as described in §112.1(b). You must furnish a secondary means of containment, <br /> such as a dike or catchment basin, sufficient to contain the capacity of the largest <br /> single compartment or container with sufficient freeboard to contain precipitation. <br /> Facility Response: <br /> All portable containers such as 55-gallon drums are located within the <br /> maintenance building and positioned so that spills are directed to the adjacent <br /> service pit with sufficient capacity to hold the contents of all 55-gallon drums. <br /> Drums also are placed on additional secondary containment to capture minor <br /> spills. The area is indoors and not subject to periodic flooding. <br /> 6.3 Oil Spill Response Procedures <br /> Ref:40 CFR 112.7(a)(3)[Spill response and reporting]; Ref:40 CFR <br /> 112.7(a)(4)[Spill response and reporting]; Ref:40 CFR 112.4(a)[Spill <br /> reporting] <br /> The Facility Response Coordinator at 711 Materials, Inc. must be notified when the following <br /> occurs: <br /> • Spills 42-gallons or greater; <br /> • Smaller spills that cannot be contained and cleaned up by personnel with onsite spill <br /> kits and resources; and <br /> • Minor spills outside of the secondary containment structures. <br /> In the event of a spill, the Facility personnel will first identify the spilled material and contain <br /> the spill, only when safe to complete the mitigation measures. Facility personnel will <br /> immediately notify the Facility Response Coordinator(or alternate, if necessary) and provide <br /> the following information: <br /> • On-site location of the spill; <br /> • Time of the spill; <br /> • Type of material spilled; <br /> • Estimated quantity spilled; <br /> • Source of the spill; <br /> • Affected media; <br /> Alta Environmental 13 <br /> BASR-19-8895 <br /> July 3, 2019 <br />
