711 Materials, Inc. <br /> ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> • Cause of the spill; <br /> • Any damages or injuries; <br /> • Remedial actions undertaken; <br /> • Whether evaluation may be needed; and <br /> • Names of individuals and organizations that have been contacted. <br /> The Facility Response Coordinator will notify Randy Tilford, Corporate Environmental <br /> Manager, Basic Resources, Inc. whenever a spill occurs. The Basic Resources, Inc., <br /> Corporate Environmental Manager(or alternate)will determine if the spill requires regulatory <br /> notification. Federal law states that a release of 42-gallons of petroleum or more in each of <br /> two discharges over a 12-month period or a single discharge of more than 1,000-gallons into <br /> the navigable waters of the United States requires notification. State law requires notification <br /> of any "significant release or threatened release of a hazardous material." Required <br /> notification is made to the National Response Center, Office of Emergency Services, the <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Board) <br /> and local agencies (California Water Code Section 13272). <br /> Small releases will be cleaned up by onsite staff using adsorbent materials. Contaminated <br /> absorbent or spill-containment materials will be placed in 55-gallon drums and transported <br /> by a licensed transporter for proper disposal. Significant spills (exceeding the capacity of the <br /> available absorbent) will be removed by the contract waste oil transporter by vacuuming up <br /> the spill or excavating spill contaminated soils followed by proper disposal in accordance with <br /> regulatory requirements. <br /> Electric transformer spills will be contained using absorbent. The electric utility company will <br /> be notified to allow the utility company to clean up the spill and replace the electric <br /> transformer. <br /> The Spill Response Plan for the Facility is included in Appendix D of this SPCC Plan. The <br /> spill response procedures identify first responder emergency actions, in-house spill reporting <br /> and documentation procedures and external (agency) notifications to be made in the event <br /> of a spill. Emergency notification contacts for regulatory agencies and 711 Materials, Inc. <br /> personnel are also summarized in Appendix F. Reporting Forms are provided in Appendix E. <br /> 6.4 Spill Cleanup Procedures <br /> Ref:40 CFR 112.7(a)(5)[Spill response and reporting]; <br /> The following spill cleanup procedures have been or will be implemented at the Facility: <br /> • All oil/petroleum products will be stored in secondary containment structures and <br /> under cover, if appropriate; <br /> • Spills will be absorbed with appropriate materials, i.e. spill kit and/or absorbent, and <br /> these spill containment materials will be properly disposed to prevent impacts to <br /> stormwater quality; <br /> • Interior floor areas of the Facility are swept using a broom. Sweeping is performed on <br /> a regular basis to minimize the transfer of materials from the interior of the Facility to <br /> exposed exterior areas.
