711 Materials, Inc. <br /> ,` ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> operations, the type of ASTs and associated components present at the facility, spill control <br /> systems, and characteristics of the materials stored on site as described in paragraph 4.1.2 <br /> STI SP-001. <br /> The Facility is has developed an electronic inspection management tool by DAT Mobile. This <br /> system allows inspection forms and checklists to be completed and stored electronically and <br /> can also be used to assign and track corrective actions. The DAT Mobile application is used <br /> for monthly inspections. Screen shots of the application are included in Appendix H. <br /> 7.2 Additional Inspections and Records <br /> Ref:40 CFR 112.7(e) <br /> In addition to the monthly inspections of individual containers and tanks, the SPCC <br /> Designated Person(s) or designee conducts and documents an annual inspection of the oil <br /> storage and handling areas at the Facility. The annual inspection addresses the condition of <br /> containment areas, associated piping and verification of emergency response equipment and <br /> security measures. <br /> The Facility will also periodically inspect the 12,000-gallon diesel fuel tank utilizing the Onsite <br /> Integrity Testing Procedures prepared by ConVault®and released January 31, 2014, with a <br /> formal external inspection performed by a Certified Inspector to occur every 20 years, at a <br /> minimum, per the Steel Tank Insitutes's (STI) SP-001 standard. <br /> The annual inspections are currently documented using the inspection checklist in Appendix <br /> H. The DAT Mobile inspection management tool may be used in the future to document <br /> annual inspection findings and required corrective actions. <br /> Completed inspection checklists are maintained with the SPCC Plan on-site for a minimum <br /> of three (3) years. Records will be signed and dated by an in-house inspector (Facility <br /> personnel). <br /> 7.3 Personnel Training <br /> Ref:40 CFR 112.7(f) <br /> Facility product transfer instructions are given to personnel at the time of hire and are <br /> periodically reviewed. Training specific to the handling of oil products includes procedures in <br /> the proper operation and maintenance of equipment to prevent oil discharges, periodic (at <br /> least annually) personnel briefings to disseminate adequate understanding of the Facility's <br /> SPCC Plan, procedures for accidental spill and release response, product health hazards, <br /> and the Facility's security policy. During this annual training, any discharge events, <br /> equipment failures, malfunctions, and any new or modified procedures are discussed. The <br /> goal is to prevent, quickly recognize, and mitigate future occurrences.
