A facility <br /> response addresses each requirement below and describes how the facility complies. <br /> Security strategies identified are inspected annually and are included on the Facility <br /> inspection checklist in Appendix H. <br /> (1) Fully fence each facility handling, processing or storing oil and lock and/or guard <br /> entrance gates when the facility is not in production or is unattended. <br /> Facility Response: <br /> The facility is completely fenced; all gates and entrances are locked when the <br /> facility is unmanned. <br /> (2) Ensure that the master flow and drain valves and any other valves permitting direct <br /> outward flow of the container's contents to the surface have adequate security <br /> measures so that they remain in the closed position when in non-operating or non- <br /> standby status. <br /> Facility Response: <br /> All oil/petroleum product storage tanks are provided with secondary containment. <br /> All secondary containment is located indoors or under canopy and is not exposed <br /> to storm water. The secondary containment systems do not have drain valves <br /> permitting direct outward flow of the container's contents. <br /> (3) Lock the starter control on each oil pump in the "off'position and locate it at a site <br /> accessible only to authorized personnel when the pump is in a non-operating or <br /> non-standby status. <br /> Facility Response: <br /> Starter controls and flow valves will be enclosed in locked rooms or locked in the <br /> off position when pumps are in non-operating or non-standby status. The diesel <br /> dispenser is card-lock operated and padlocks are used when not in operation. <br /> Diesel can only be dispensed into authorized vehicles. The dispensers at the fuel <br /> island are keypad operated which keeps track of the vehicle(s) into which diesel <br /> was dispensed. <br /> (4) Securely cap or blank-flange the loading/unloading connections of oil pipelines or <br /> facility piping when not in service or when in standby service for an extended time. <br /> This security practice also applies to piping that is emptied of liquid content either <br /> by draining or by inert gas pressure. <br /> Alta Environmental 20 <br /> BASR-19-8895 <br /> July 3, 2019 <br />
