711 Materials, Inc. <br /> ALTA <br /> Spill Prevention, Control and Countermeasure Plan ENVIRONMENTAL <br /> 12.0 FACILITY DRAINAGE AND TRANSFER OPERATIONS <br /> 12.1 General Facility Drainage <br /> The facility site is relatively level, gently sloping to the west-northwest. The facility is bounded <br /> by Duck Creek on the north, undeveloped industrial parcels on the east and west, and <br /> developed industrials sites to the south. Except for Duck Creek, the site and adjacent sites <br /> are relatively flat and no storm water run-on from adjacent parcels is expected. Stormwater <br /> is contained and directed to storm drain inlets, the boat ramp containment tank, or the <br /> concrete recycling unit. <br /> 12.2 Drainage from Containment Areas <br /> Ref:40 CFR 112.8(b)Facility drainage. <br /> All secondary containment is located indoors or under canopy and is not exposed to storm <br /> water. Any accumulation in secondary containment structures is removed by an outside <br /> contractor. <br /> 12.3 Facility Transfer Operations <br /> Ref:40 CFR 112.8(d) <br /> This section lists the specific requirements in 40 CFR 112.8(d) - Facility transfer operations, <br /> pumping and facility process. A facility response addresses each requirement and describes <br /> how the facility complies. <br /> (1) Provide buried piping that is installed or replaced on or after August 16, 2002, with <br /> a protective wrapping and coating. You must also cathodically protect such buried <br /> piping installations or otherwise satisfy the corrosion protection standards for <br /> piping in Part 280 of this chapter or a State program approved under Part 281 of <br /> this chapter. If a section of buried line is exposed for any reason, you must carefully <br /> inspect it for deterioration. If you find corrosion damage, you must undertake <br /> additional examination and corrective action as indicated by the magnitude of the <br /> damage. <br /> Facility Response: <br /> There are no USTs at the site thus there is no buried petroleum transfer piping at <br /> the facility. <br /> (2) Cap or blank-flange the terminal connection at the transfer point and mark it as to <br /> origin when piping is not in service or is in standby service for an extended time. <br /> Facility Response: <br /> Pipelines not in service or on standby for an extended period are capped or blank- <br /> flanged and marked as their origin. <br /> (3) Properly design pipe supports to minimize abrasion and corrosion and allow for <br /> expansion and contraction. <br /> Alta Environmental 25 <br /> BASR-19-8895 <br /> July 3, 2019 <br />
