Spill Prevention,Control,and Countermeasure Plan <br /> Love's/Speedco#944,Ripon,California <br /> Page 8of13 anteagroup <br /> The California Governor's Office of Emergency Response and the local administrative agency (Central Valley <br /> Regional Water Quality Board) must be notified of any petroleum discharge which creates a visible sheen on a <br /> navigable surface water body or any discharge to a surface water which exceeds a quantity of 42 gallons. <br /> 4.11 Potential Spill Predictions of Direction, Rate of Flow,and Quantities [40 CFR 112.7(b)] <br /> The facility's record of no reportable spill occurrences within the previous 5 years is considered an indication that a <br /> reasonable potential for equipment failure does not currently exist at the facility. Potential spill predictions for the <br /> fueling station are discussed below.Additional information is presented in Table 1. <br /> • Five (5)ASTs are located within the interior of the Facility and within a secondary containment structure. <br /> Tanks 1 through 4 have capacities of 7,846 gallons each, and Tank 5 has a capacity of 5,800 gallons. The <br /> ASTs are constructed of welded steel and are compatible with their contents. The tanks are painted and <br /> were constructed in 2006. Each tank is oriented vertically and situated on steel skid supports.The product <br /> is stored in this area and is subsequently transferred to the dispensing units in the lubrication bays by <br /> underground pipelines in a concrete trench. Product delivery occurs by tank truck deliveries to three fill <br /> ports that are located at an interior wall adjacent to Lubrication Bay#3.The potential for a spill exists with <br /> a ruptured delivery hose, tank overfill, or a tank failure. The secondary containment structure has a <br /> holding capacity of approximately 11,420-gallons. A spill up to approximately 11,420 gallons would <br /> remain within the secondary containment basin. A spill exceeding 11,420 gallons that would overflow the <br /> secondary containment basin will flow toward the floor drains and to the sump. A spill kit is located in the <br /> immediate vicinity of the containment area. Visual inspection of ASTs, oversight of deliveries, visual <br /> gauges, and proximity of spill clean-up materials are some of the applicable discharge prevention <br /> measures. <br /> • A potential spill could take place within the transfer area of the lubrication bay. If an accidental overfill <br /> takes place during delivery or extraction, approximately 250-gallons could be spilled (based on estimated <br /> 5 minute overfill time). Any spill would be directed to floor drains, which lead to the sump, to the <br /> oil/water separator, and to the used oil tank. Visual inspection of ASTs, oversight of deliveries, visual <br /> gauges, and proximity of spill clean-up materials are some of the applicable discharge prevention <br /> measures. <br /> • A third potential spill could occur in the lubrication bay area storing diesel fuel which is used for the <br /> lubrication of fuel filters prior to their installation on vehicles. The product is delivered by tanker and <br /> transferred directly into the tanks. The ASTs are constructed of welded steel and are compatible with <br /> their contents. The tanks are painted. Tank failure or accidental overfill are potential means of spills <br /> within this area. The ASTs are located within the interior of the Facility. The tanks are situated on a <br /> concrete floor next to floor drains, which leads to the sump, to the oil/water separator, and to the used <br /> oil tank. Visual inspection of equipment, supervised transfers, visual gauges, and proximity of spill clean- <br /> up materials are applicable discharge prevention measures. <br /> Procedures for dealing with leaks are listed in Section 4.6. <br /> 4.12 General Containment/Diversion Controls [40 CFR 112.7(c)] <br /> At a minimum, the facility is required to employ one of the containment/diversionary structures or equipment <br /> listed in §112.7(c)for each oil container shown in Table 1 to prevent discharges of oil into navigable waters. Table <br /> 1 lists general secondary containment provisions for all applicable oil storage containers. <br />
