Spill Prevention,Control,and Countermeasure Plan <br /> Love's/Speedco#944,Ripon,California <br /> Page 9of13 anteagroup <br /> 4.13 Contingency Plan [40 CFR 112.7(d)] <br /> Love's/Speedco#944 implements adequate secondary containment for the oil storage containers;therefore, an oil <br /> spill contingency plan is not required for this facility. <br /> 4.14 Facility Inspections,Tests, and Records [40 CFR 112.7(e)] <br /> All inspection and testing records are to be filed with the SPCC Plan and are maintained in the office of the General <br /> Manager. All records will be maintained for at least three years. Informal daily visual inspections of equipment, <br /> tanks, piping, lines and other storage vessels located at the facility are inspected by employees to ensure there are <br /> no material damages or leakage of oils. <br /> At least once monthly,the following minimum inspection procedures are completed and recorded: <br /> • Visually inspect oil storage areas for signs of leaks. <br /> • Inspect all oil-handling containers and associated equipment for signs of leaks. <br /> • Inspect each container's supports and foundations,where applicable. <br /> • Inspect closures and valves for signs of leaks. <br /> • Inspect all hoses and piping for signs of leaks. <br /> The results of the inspections are signed by the inspector and maintained for a period of not less than three years. <br /> Completed inspection forms are maintained with the SPCC files. A Monthly Housekeeping/Oil Storage & Handling <br /> Checklist is presented in Appendix B. <br /> Tank Testing and Inspections [40 CFR§112.8(c)(6)1 <br /> 40 CFR §112.8(c)(6) states that aboveground containers must be tested or inspected for integrity on a regular <br /> schedule in accordance with industry standards. Examples of integrity testing include but are not limited to: visual <br /> inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing or another <br /> system of non-destructive shell testing. The USEPA Oil Program SPCC Guidance for Regional Inspectors 'clarifies <br /> that use of visual inspections in lieu of a separate testing technique can be a "determination of environmental <br /> equivalence", but is subject to good engineering practice, including consideration of industry standards. <br /> In accordance with USEPA guidance provided on integrity testing,' monthly and annual visual inspections <br /> conducted according to Steel Tank Institute (STI) SP001 (Standard for the Inspection of Aboveground Storage <br /> Tanks, 6th Edition,January 2018) are considered a sufficient integrity testing program for oil storage containers for <br /> which all sides are visible, have spill control, have overfill protection, have minimal risk for internal corrosion or <br /> container failure, and are 5,000 gallons or less in capacity. Bulk containers located at Love's/Speedco#944 that will <br /> use monthly visual inspections include: <br /> • 7,846-gallon used oil AST(Tank 1) <br /> • 7,846-gallon virgin oil ASTs(Tanks 2-4) <br /> • 5,800-gallon empty AST(Tank 5) <br /> • 250-gallon diesel fuel ASTs(Tanks 6-7) <br /> USEPA Oil Program,SPCC Guidance for Regional Inspectors,Aug 2013 <br />
