25 March 2004
AGE-NC Project No. 01-0865
remediation system be installed and continuously operated in the areas of ground water
contamination by 28 May 2004. Therefore, AGE intends to install an on-site multi-media ground
water remediation system for treatment of extracted ground water.
Ground water will be extracted from the extraction well utilizing a dedicated, submersible pneumatic
pump and at pumping rate of 2.7 gallons per minute (GPM) for a total discharge rate of either a
continuous flow of 2.7 GPM or in intermittent batches of water at flow rates of up to 25 GPM.From
the extraction wells, ground water will be routed to an on-site treatment system. The first stage of
treatment will consist of two 2,000-pound granular activated carbon (GAC) absorption vessels
designed to absorb TPH-g,BTEX and fuel additives, including MTBE;a second treatment stage will
remove MTBE via absorption in a 2,000-pound SunSolve vessel;the final stage will utilize a 2,000-
pound GAC vessel to ensure that all petroleum hydrocarbon products have been removed. Sample
ports will be located between all treatment units to allow detection of media break-through and to
obtain final discharge samples.
Following treatment, clean water will be discharged utilizing 2-inch diameter PVC underground
piping into the agriculture drainage ditch immediately east of the marina;HHM currently has water
rights to discharge into the drainage ditch. The water from the drainage ditch drains into the north
side of the Island Drainage Canal where the water is pumped into the Little Connection Slough via
a pumping station located at the western end of the canal, directly south of the manna.
The sampling ports installed on the treatment system will enable the monitoring of the influent(pre-
treated) and effluent (treated) water from the Herman and Helen's Manna site. Prior to any
discharge, an effluent monitoring and sampling program will be pre-approved by the California
Regional Water Quality Control Board - Central Valley Region to ensure clean water disposal.
To demonstrate compliance with the RWQCB General Order No. 5-00-119, Herman and Helen's
Manna will follow the RWQCB's Monitoring and Reporting Program in Attachment B of General
Order No. 5-00-119 for Receiving Water Monitoring standards. Receiving water monitoring will
include monthly field measurements and observations for the presence or absence of dissolved
oxygen,suspended matter,discoloration,bottom deposits,aquatic life,sheen,visible film,fungi and
any potential nuisance conditions. Field measurements and observations will be recorded in
notebooks and reported in quarterly reports submitted to the RWQCB.
Based on modeling calculations of the Herman and Helen's Manna subsurface impacted ground
water plume,AGE estimates that discharge into the agriculture drainage ditch would be desired for
approximately 36 to 48 months.
Advanced Geo Environ rental,Inc.
