The Work Plan proposes to extract groundwater <br /> from extraction well EW-1, and treat extracted water with granular activated carbon and SunSolve <br /> prior to discharge to prevent further migration of groundwater pollution. H&H Manna proposes to <br /> discharge the treated groundwater to either the Delta waterway system or land for irrigation. <br /> In our 11 August 2003 letter(Letter),Regional Board staff requested the Work Plan and responses to <br /> comments in the Letter. H&H Manna has not provided a response to comments. Please submit a <br /> written response to the comments in the Letter by 3 October 2003. <br /> The proposed discharge to the Delta waterway would require a National Pollutant Discharge <br /> Elimination System (NPDES)permit and discharge to land would require Waste Discharge <br /> Requirements (WDRs). There are general orders for both the NPDES and WDRs that apply <br /> specifically to sites polluted with petroleum hydrocarbons. Attached are: <br /> • Waste Discharge Requirements for General Order for Discharge to Surface Waters of <br /> Groundwater Cleanup of Petroleum Fuel Pollution; <br /> • General Order for Land Disposal of Groundwater or Surface Water from Cleanup of Petroleum <br /> Pollution; <br /> • Form 200 Report of Waste Discharge; and <br /> • Section 2200 Annual Fee Schedules. <br /> The above forms,which can be found at www.swreb.ca.gov/rwqcb5/available documents/index.html, <br /> include the application requirements for the general orders and site-specific NPDES and WDR permits. <br /> California Environmental Protection Agency <br /> 01 Recycled Paper <br /> The energy challenge facing California is real.
