Mr. Andrew Smith - 2 - 25 September 2003
Following are some items that would be needed to meet the requirements for a NPDES permit or
WDRs:
1. H&H Marina would need to add another step at the end of the SunSolve to ensure elimination
of methyl tertiary butyl ether prior to discharge.
2. H&H Marina would need to sample between the first two granular activated carbon(GAC)
units and between the SunSolve and finishing step to determine when breakthrough is occurring
so that the carbon and/or SunSolve can be replaced.
3. H&H Marina needs to provide an analysis of estimated breakthrough of the GAC and SunSolve
based on calculations from the previous pump tests and proposed system design. Sampling of
the system must be proposed based on the analysis.
4. Figure 6 does not show the air compressor filter regulator. Figures showing the proposed pump
and treat system must show all components of the system.
5. H&H Marina needs to consider placing treated water into a holding tank prior to any discharge
until initial laboratory results are received to ensure that the system is removing pollution as
designed.
In order to prepare a Notice of Applicability for one of the general orders or to have site-specific
WDRs ready for the January 2004 Regional Board meeting, we would need a completed Form 200
with all of the required information by no later than 24 October 2003. If H&H Marina needs a site-
specific NPDES permit, the due date still applies, but the permit would not be ready until the March
2004 Regional Board Meeting.
