(AGE) on behalf of
the H & H Marina located at 15135 Eight Mile Road in Stockton (Site). Groundwater
monitoring and reporting requirements for the Site are set forth in Monitoring and
Reporting Program (MRP) No. R5-2004-0828. Groundwater monitoring is conducted
quarterly. Monitoring for the third quarter was conducted on 15 September 2008.
Groundwater at the Site is polluted by two fuel spills. The first occurred sometime in the
1990s. To mitigate this spill, H & H conducts groundwater remediation by extracting
groundwater from a 6-inch diameter extraction well (EW-1) and routing it through a
granular activated carbon (GAC) treatment system. Operation of this interim remedial
measure (IRM) system commenced in June 2005 under general National Pollutant
Discharge Elimination System (NPDES) Permit No. CAG915001, Order No. 5-00-
11938. The Third and Fourth QIRRs report that between the July and December 2008,
maximum concentrations of total petroleum hydrocarbons as gasoline (TPHg), methyl
tertiary butyl ether (MTBE), and tertiary butyl alcohol (TBA) in influent groundwater
samples were 600 micrograms per liter (Ng/L), 66 pg/L, and 4,000 Ng/L, respectively.
The effluent was non-detect (ND) for all constituents detectable by EPA laboratory
analytical methods 8015M and 8260. Through operation of the IRM, TPHg
concentrations in MW-2 decreased to ND at a laboratory reporting limit of 50 pg/L in
early 2007.
A second gasoline discharge of unknown quantity occurred around September 2007
from an aboveground storage tank (AGT) in the vicinity of MW-2, the well closest to the
AGT, and caused a distinct increase in the petroleum hydrocarbon concentrations in
California Environmental Protection Agency
cj RecKled Paper
