Mr. Gregory Torlai, Jr. - 2 - is 30 January 2009
H&H Marina
MW-2. The Third QMR reports that the highest concentrations of TPHg and MTBE
detected in monitoring well MW-2 were 93,000 pg/L and 220 pg/L, respectively.
Benzene, toluene, ethylbenzene, and xylene (collectively BTEX) were detected at
17 pg/L, 1,300 pg/L, 230 pg/L, and 8,200 pg/L, respectively. These September 2008
MW-2 concentrations have declined significantly compared to the initial spike in
concentrations observed in September 2007.
To address the soil and groundwater pollution caused by the September 2007 spill,
H & H excavated and disposed of the contaminated soil, partially backfilled and shored
the excavation and installed a sump pump. H & H commenced groundwater extraction
from the sump and routed the groundwater to the existing IRM treatment system. The
IRM remains in operation to the present. However, due to dewatering of the sump,
direct extraction from the sump had to be discontinued after about one month.
Our comment is presented below.
H & H's method for calculating mass removed is presented in Appendix C of the Third
QIRR and Appendix D of the Fourth QIRR. The July to August calculation in the Third
QIRR lists the August 2008 MTBE concentration as 58 pg/L. The November to
December calculation in the Fourth QIRR lists the December MTBE mass both as
0.0008 pounds (Ibs) and 0.00008 lbs. On 27 January 2009, 1 spoke to Mr. Dan
Villanueva of AGE, via telephone, about the August 2008 MTBE concentration to verify
that the mass removed calculation was not an error. He said that the 58 pg/L was a typo
that should have been listed as 66 pg/L. The 58 pg/L concentration had been
inadvertently copied from the May 2008 mass removal calculation. He added that the
mass removed did not need to be recalculated because the correct average MTBE
concentration for this period (43.5 pg/L) had been applied to the mass removed
calculation for the July to August period despite the typo.
Our check of the November to December mass calculation showed that despite listing
the MTBE mass as 0.00008 lbs for this 26-day extraction period, AGE had used the
correct MTBE mass of 0.0008 lbs in the mass removed calculation for the fourth
quarter. Therefore, it will not be necessary to revise mass removed estimates for the
third and fourth quarters. Please ensure that future reports are adequately checked for
typos.
If you have any questions regarding this letter, you may contact me at (916) 464-4811
or at betaylor@waterboards.ca.gov.
BRIAN E. y YLOR, R.G.
Engineerffag Geologist
i'
cc: fills.
