Site Background Information: Herman and Helens Marina
Page 12 of 13
• MTBE-free fuels have been utilized at the site for the last few years.
Contaminants that have migrated to the flat land, where hydraulic gradients are low, would
tend to be trapped there, mainly in the peat zone, where porosities are very high, but
average permeabilities are very low. Subsequent modifications to the levee and parking lot
in 1997, which included removal of a portion of the petroleum-impacted uppermost peat
from a portion of the east side of the levee for a retaining wall, may account for less-
impacted soil recovered in soil borings B5, B16 and MW-4; according to Mr. Smith, a strong
odor was detected in soil removed during site modification, and several barrels of possibly
contaminated soil are still stored at the site.
On-site extraction well EW-1 was pumped utilizing a pneumatic pump during the third
quarter 2005, at a flow rate of approximately 1 gallon per minute (GPM); the extracted
ground water was routed through a ground water treatment system consisting of three
2,000 pound granular activated carbon (GAC) and one 3,800 pound Sunsolve®vessels.
Following treatment, water was discharged aboveground via 2-inch diameter PVC piping
to the agriculture drainage ditch; the discharge pipe was positioned to discharge into the
center of the agriculture drainage ditch approximately 55 feet east of the pump-and-treat
system.
ABOVE GROUND TANK SYSTEM FUEL THEFT, SPILL AND INITIAL CLEANUP
ACTIVITY
On 22 September 2007, AGE inspected well MW-2 due to record levels of contaminant
concentrations reported in the analytical results from the quarterly ground water monitoring
on 07 September 2007. Approximately three inches of gasoline free product was
encountered; approximately two gallons of water were removed from well MW-2. AGE
noted southeast corner section of AGT enclosure fencing had been cut and removed and
privacy slats moved. A further inspection noted discolored grass and strong fuel odor at
several surface locations between the damaged fence and well MW-2. The on-site interim
remediation system was placed off-line to reduce the possibility of drawing potential freshly
contaminated ground water away from the source area. Proper notifications were made to
the National Response Center(NRC), including the U.S. Coast Guard(USCG), CVRWQCB
and county agencies.
On 23 September 2007, inspected well MW-2 and encountered approximately two and
one-half inches of gasoline free product; approximately two gallons ofwaterwere removed
from well MW-2.
On 26 September 2007, excavated the discolored grass/odorous soil area associated with
the AGT theft and spill incident using a backhoe. The excavated area was determined in
Advanced GeoEnvironmental,Inc.
