—]7 ASELINE �../ <br /> MEMORANDUM <br /> Date: 24 July 2000 Job No.: Y0310-00 <br /> To: Megan Cambridge, DTSC <br /> cc: Jerry Lile, DTSC <br /> Kitty Walker, City of Stockton <br /> Dave Bonfantine, Turner Construction <br /> Steuart Olsen, Turner Construction <br /> From: Rhodora Del Rosario, BASELINE Environmental Consulting <br /> Subject: Discussion of Specific Conditions of Approval for Weber Block Redevelopment Project, <br /> Stockton <br /> The purpose of this memorandum is to document the conference telephone call today between you, <br /> Jerry Lile, and myself regarding specific conditions of approval for the March 2000 Preliminary <br /> Endangerment Assessment (PEA) prepared for the Weber Block (site) located in Stockton, <br /> California. <br /> The topics of discussion during our conference call were based on the 15 June 2000 electronic <br /> transmittal that BASELINE sent to DTSC regarding: 1) a request to waive the collection of <br /> additional groundwater sample for lead analysis at the GW#3 hydropunch location(sixth bullet of <br /> DTSC's condition of approval letter dated 23 February 2000; and 2) reconfirmation of DTSC's <br /> approval to conduct the additional assessment of surface water and sediments and channel water <br /> utilization impact evaluation in conjunction with the separate water quality engineering study being <br /> conducted by the City of Stockton through a U.S. EPA grant(fifth and seventh bullets of condition <br /> of approval letter). In addition, we discussed the approach for conducting the supplemental risk <br /> assessment. <br /> Groundwater Sample Collection at GW#3 <br /> The 15 June 2000 electronic transmittal indicated that the 99`h percentile blood lead <br /> concentration was calculated to be 6.3 µg lead/dl blood for industrial users at the site(the only <br /> receptors that would potentially be in contact with the underlying groundwater)based on the <br /> lead concentration of 75.3 µg/L reported in the groundwater sample collected at GW#3. <br /> However, you indicated that DTSC will not approve the City of Stockton's request to waive <br /> the collection of an additional groundwater sample at the GW#3 location even though the <br /> reported blood lead concentration is below the level of concern (10 gg lead/dl blood <br /> established for the 99`"percentile exposed receptor by DTSC). <br />
