l <br /> AJ <br /> 1.0 INTRODUCTION <br /> Field sampling will be conducted under protocol accepted by;the U.S. Environmental Protection <br /> Agency (EPA) as specified in the Preparation of a U.S. EPA Region IX Sample Plan for <br /> EPA-Lead Superfund Projects guidance document(Quality Assurance Management Section,U.S. <br /> EPA, Region IX, August, 1993). Laboratory services will be obtained and coordinated through <br /> the EPA Quality Assurance Management Section (QAMS). <br /> The site being investigated is the area known as Weber Block located in Stockton, San Joaquin <br /> County, California. The site is located at the eastern end of the Stockton Deep Water Channel. <br /> A former Shell Oil Company gasoline service station operated on the northeastern portion of the <br /> Weber Block from approximately 1955 to 1984 (Leedshill-Herkenhoff, Inc., 1990). The site was <br /> later occupied by an automotive maintenance repair facility and a parking lot. Currently, the <br /> consists of an abandoned structure and the former parking lot. The structural integrity of the <br /> parking lot, which is supported by wood piers, is failing (Siegfried, 1996). <br /> The soil and groundwater beneath the former service station has been impacted by petroleum_ <br /> hydrocarbons and related constituents. Soil vapor extraction and groundwater extraction <br /> remediation efforts have ceased. because concentrations of petroleum hydrocarbons in soil.and <br /> groundwater have significantly been reduced. Contaminants found in shallow groundwater during <br /> two quarters of sampling in 1997 include: methyl-tert-butyl-ether (MTBE), benzene, and <br /> tricholoroethene (TCE) (Enviros, 1997). Consultants for the former gasoline service station are <br /> awaiting a response from the local regulatory agency San Joaquin County Public Health Services <br /> Environmental Health Division (PHS/EHD) concerning their request to submit a closure report <br /> for PHSIEHD review (Enviros, 1997). Other onsite areas outside the northeastern section of the <br /> site have not been sampled. <br /> The objective of the City of Stockton Redevelopment Agency's sampling `effort is (1) to <br /> determine the presence and measure the concentrations of contaminants in onsite soils .and <br />'f groundwater beneath the site in areas that have not already.been characterized and (2) to <br /> determine disposal options for the treated wood pilings supporting the parking lot beneath the <br /> site. These data will be used to support decision-making efforts by the EPA, California <br /> Environmental Protection Agency Department of Toxic Substances Control(DTSC),and Stockton <br /> Redevelopment Agency as part of the Phase 11 Site Investigation. Data gathered during this <br /> investigation will be also used by the EPA, DTSC, and Stockton Redevelopment Agency to <br /> determine the most appropriate removal action for the wood pilings and any response actions, <br /> if warranted, at the site. <br /> 1.1 Site Name and Location <br /> The commonly used name for the site is Weber Block. Weber Block is also referred to as Area <br /> 9, one of the Stockton Redevelopment Agency's Environmental Master Plan properties.
