EI Dorado Ave., Stockton, California <br /> Dear Ms. Meays: <br /> Fugro West, Inc. (Fugro), on behalf of Shell Oil Company, is providing this letter to <br /> discuss monitoring the groundwater well located on the American Savings Bank property <br /> at 222 N. El Dorado St. <br /> First, thank you for taking the time to look through the San Joaquin County Public Health <br /> Department, Environmental Health Division's (SJCPHDIEHD)files and fax us some of the <br /> well information. While we may need to formally review the entire file, we believe you <br /> have provided the most important data. This data indicates the well was drilled and <br /> sampled in April 1991, apparently to acquire subsurface environmental information <br /> associated with a property transfer. A soil sample reportedly collected from a depth of <br /> 16.5 feet in the boring contained 0.16 ppm (parts-per-million) toluene and 0.3 ppm TPH <br /> (total petroleum hydrocarbons) as gasoline. This is presumably above groundwater, <br /> which is typically found at 25 to 30 feet deep in the area. The soil sample from 40 feet <br /> contained no detectable petro!eum hydrocarbon constituents. However, a groundwater <br /> sample collected from the completed well in April 1991 contained 790 ppb (parts-per- <br /> billion) TPH as gasoline; and toluene, ethylbenzene, and total xylenes concentrations <br /> ranging from 1.9 to 3.7 ppb. Your office has indicated that it is unknown whether <br /> underground storage tanks (UST) are or were present beneath the site. The source of <br /> hydrocarbons in the soil and groundwater is not known. <br /> It is our understanding that the well is "monitored" semi-annually. The monitoring <br /> apparently consists of documenting that the well is serviceable. We understand no <br /> groundwater samples have been collected since the initial sampling event. Because this <br /> is not a UST site, the SJCPHDIEHD is not the lead agency, therefore your office <br /> apparently has limited authority.
